~
Info Memo for 12-18-84 Council Meeting Page 2
5, Attached for you information is an article from the 12-5-B4 St"
Croix Valley Press on the Light Up Lake Elmo Committee and newly
purchased Christmas lights. Additionally, you should note that there is
an item on the 12 18 agenda to have the City Council adopt a resolution i ~
thanking the Light Up Lake Elmo Committee and its Chairperson, Carol 8
Kuettner, for the effort in obtaining Christmas lights for the downtown
area in Lake Elmo,
6. Wish to p./blically acknowledge that the City engineering consulting
Firm, TKDA, and the City attorney's law firm have each donated $100 to
help cover the expenses of the Lake Elmo Christmas party"
7. Attached for you information is a notice from the AMM that a vacancy
has occured on the Board of Directors because of the results of the
recent City elections. Any City Council member that is interested in
applying for this vacancy on the AMM board should notify me during or
prior to the 12-18 City Council meeting; and, I will then forward this
information to the AMM for their consideration,
S. Attached for your information is a 12~5-84 St" Croix Valley Press
article on the Comparable Worth Program in the school districts. School
District 834 is using a consultant to assist them with the State law
requirements and currently is obtaing questionaires from all the
employees on their work duties and schedule"
It fs becoming apparent to myself and the rest of the staff, that the
City Council does not support the Lake Elmo participation in the MAMA
comparable worth study for metropolitan and out'of-state cities" This
would cost the City approximately $3200/$3300 for a professional,
objective study to comply with the State law. Official action as to '
whether or not the City of Lake Elmo participates in this MAMA study
will be required at the 1-6~85 Council meeting" Detailed information
will be provided the Council prior to that meeting regarding the
requirements of the State law and how the City can meet these
requirements by participating with the MAMA organization or by doing the
study in-house. If, as I now anticipate, we do the study in-house, the
staff is confident that we can meet the requirements of the State law;
but, it should be clearly understood by the City Council that even doing
the study in-house will not be without some cost" An "in-house" study
would also, depending on the results, be subject to criticism from the
public or employees" It is conceivable, that after all the staff time
and City Council committee time involved doing this project in-house,
that we could approach this $3,000 figure" If the Coucil's decision in
to complete the Comparable Worth requirements in-house, then, a Coucil
committee will have to be established to assist in the review and
evaluation process"
9. The City will be running an ad in the Washington County Review for a
recording secretary to take minutes during Planning Commission meetings.
This is being done in an effort to obtain these minutes in a more timely'
manner so that the minutes from a Monday meeting will he available to he
included in the City Council packets when they are distributed that
following Friday" We will be running the ad three times and be
accepting applications in City Hall until Friday, January 11. I will
then interview the appropriate candidates for this position and be

making a recommendation to the City Council at the January 22 meeting"
