LAKE ELMO CITY COUNCIL MINUTES 5-7-85 <br />PAGE 2 <br />lost or stolen bicycles being returned to their owners if they are <br />found by the deputies. <br />Deputy Swanson could use his "Officer Friendly" budget to have the F <br />forms printed, and the only cost to the City would be for the <br />stickers. The price for the stickers are seventeen cents each. He <br />further suggested a fifty -cent one time charge be made to register the <br />bicycles and obtain the sticker. <br />M/S/P Mazzara/Morgan - To initiate a bicycle registration program, to <br />set up a budget for the purchase of stickers not to exceed $200, to <br />charge fifty cents for each bicycle registered and to approve the use <br />of the city staff to implement this program. (Motion carried 5-0) <br />B. Petition for "slow - children at play" sign for County <br />Road 13B while the road is being used as a detour. <br />The Council acknowledged receipt of the petition signed by fifteen <br />residents requesting that some safety measures be taken along the <br />detour on CR 13 from Highway 94 to 4th Street. Their concern is for <br />the safety of the many young children that play in the area. <br />The Administrator stated this stretch of road is approximately .2 <br />miles (from the frontage road to 4th Street)'. He has talked to Dick <br />Herrold from Washington County who stated that the speed on this road <br />is 30 mph, and that is the lowest it can be. He also talked to the <br />City Engineer who suggested that the Council acknowledge receipt of <br />the petition and put the subject on a future agenda. <br />It was the consensus of the Council that the City Engineer look into <br />this situation to see what safety measures can be taken. <br />6. 1984 City Audit Presentation by Rob Tautges of Voto, Reardon <br />& Tautges & Co., Ltd. <br />Rob Tautges of Voto, Reardon & Tautges & Co., Ltd, presented the <br />Council with the 1984 City Audit and Management Report. This Audit <br />and Management Report is on file at city hall for public inspection. <br />After the presentation, Dunn suggested, regarding page 21 of the <br />Management Report "Special Assessments - Green Acres" that the Council <br />be alert to the situation that now exists ($60,000 deferred <br />assessments for the Helmo Avenue improvements) in relationship to the <br />proposed water and sewer area (Section 32) because payment of <br />assessments again could be deferred as was done with the assessments <br />for Helmo Avenue. <br />M/S/P Dunn/Armstrong - To adopt Resolution 85-20 accepting the 1984 <br />City Audit as prepared by Voto, Reardon & Tautges'& Co., Ltd., and <br />transferring funds from one financial account to another. (Motion <br />carried 5-0) <br />7. Public Hearing for application by Bill Eder requesting a simple <br />lot subdivision and zoning code variances.- (Tabled from 4-16) f <br />Pursuant to published notice, this public hearing was called to order <br />by Mayor Morgan at 7:55 p.m. in the council chambers. <br />
