Zack Hansen, Washington County Environmental Health Specialist <br />to discuss composting in the City of Lake Elmo. <br />Mr. Hansen made a slide presentation on the composting sites in Forest <br />Lake and Woodbury. <br />Washington County's Solid Waste Management Master Plan recognizes <br />residential recycling as a waste management technique that will be <br />part of the future waste management system. At the present time, <br />recycling service is not readily available to all County residents, <br />especially those in the southern two-thirds of the County. The County <br />proposes to increase recycling service in that area by selecting <br />credible recyclers to establish recycling drop-off centers and to <br />subsidize their efforts with grant money. The RFP sets the minimum <br />level of service the County seeks. <br />The RFP divides the southern two-thirds of the County into two areas. <br />Within each area are three districts. The County will enter into a <br />separate contract for each area. The RFP specifies that, at a <br />minimum, the contractors will establish one drop-off site for <br />recyclables in each district. The centers will be open for at 'least <br />one day every two weeks. In addition, the RFP lists technical <br />specifications which must be met by the contractors' drop-off sites. <br />The materials the County wants the contractors to collect include: <br />newspaper, corrugated cardboard, glass containers, bi-metal cans, <br />aluminum and tin cans. <br />This level of service is the minimum level sought by the County. A <br />respondent to the RFP could propose more intensive service. In <br />addition, the County will use a competitive negotiation process to <br />develop final proposals. That is, the respondents will submit initial <br />proposals by May 15, 1985. Between May 21 and June 14 the County will <br />negotiate with each respondent in order to develop each respondent's <br />best possible offer for recycling service. The final proposals will <br />be evaluated by a technical review committee, who will make a final <br />recommendation to the County Board. The County will enter into <br />contracts with the selected recyclers that will last until December <br />31, 1986. <br />It appears that local units of government are being encouraged to take <br />a greater role in waste management by the Metropolitan Council and the <br />legislature. Mr. Hansen asked for the City's input on the recycling <br />program and stated that if the City wishes to become involved in the <br />program (by providing a site for a drop-off center or by using our <br />solid waste rebate money), the County would be willing to work with <br />the City. <br />It was the consensus of the Council to appoint a committee to look at <br />alternate sites for this compositing program. These appointees are <br />Arlyn Christ, Bruce Dunn and Nancy Prince. <br />9.
