LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 3, 1985 PAGE 4 <br />The Council determined that an administrative charge should <br />also be levied against these lots. In the amount of $41.02/lot, <br />which brings the total cost to $1,700.00/lot. <br />Bohrer described the rationale for increasing the assessable units <br />of Lot 9, Krause's Addition, from a 0.5 lot to a 1.0 lot <br />assessable unit. When the feasibility study was conducted, it was <br />anticipated that Jamaca Avenue extension would be completed and <br />assessed. Since Lot 9 is a corner lot it was expected that it <br />would front along Jamaca Avenue and receive a 1.0 unit assessment, <br />and a 0.5 unit assessment for Jane Road. Since Jamaca Avenue has <br />been determined to be completed at City cost, it is recommended <br />that Lot 9 be assessed a full 1.O unit assdssment. <br />c. Jamaca Avenue Extension <br />The total cost of the project is $5,293.70 and this is to be <br />paid out of City funds with no assessment. <br />The Assessment Hearing will be held on Tuesday, September 10, 1985 <br />at 8:00 p.m. in the City Council Chambers. <br />M/S/P Dunn/Morgan - to accept the final 1985 street repair work. <br />(Motion carted 5-0). <br />M/S/P Dunn/Morgan - to approve Final Payment No. 1 for the 1985 <br />street repairs in the amount of $19,153.84. (Motion carried 5-0). <br />6. Council Reports <br />A. Arlyn Christ: Update on informational meeting with <br />residents near the contaminated landfill. <br />A letter was drafted by Larry Bohrer and Fritz Knaak from concerns <br />expressed by residents in attendance at an informational meeting <br />held on August 27, 1985 regarding the municipal water system that <br />will be put in by Ramsey and Washington Counties. The Council <br />also reviewed the Engineer's technical data on the proposed <br />compromise for water supply, watermain, preliminary cost estimate, <br />0&M cost, and release from liability. <br />M/S/P Christ/Armstrong - to approve letter written and signed by <br />Lake Elmo City Attorney Knaak to Washington County and Ramsey <br />County Board of Commissioners regarding the municipal water system <br />that will be put in by Ramsey and Washington Counties. (Motion <br />carried 5-0). <br />B. Road Grading (Front-end loader) <br />Our road grader is not capable to crown our existing roads. <br />Maintenance Foreman Olinger has checked into renting a grader for <br />three months which would cost $3,000 a month.
