LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 3, 1985 PAGE 5 <br />inquire if the County is available to do our road work. <br />7. City Administrator's Report <br />A. Newsletter Editor <br />Councilman Christ brought up the suggestion that each <br />councilperson write articles for the newsletter, but thoughts were <br />expressed that this should not be from a Councilor's perspective <br />but from an independent with recorded factual information. <br />Dunn suggested that a serious look should be taken to see if this <br />can be done "in-house", but was not sure about the hours that <br />would be required to complete an issue. If the newsletter cannot <br />be done "in-house", he would like to see the newsletter put out on <br />a bid process. <br />The Council will look over the newsletter editor applications and <br />will decide who to interview at the September 17, 1985 City <br />Council Meeting. <br />B. Comparable Worth - Pay Equity Program <br />Marilyn and Mary attended the Pay Equity Workshop sponsored by the <br />State of Minnesota on Thursday, August 29, 1985. The workshop was <br />very informative and this State mandated program can be done <br />"in-house". The City Council will oversee this program, but some <br />of the council members will participate in this program. The <br />report has to be done by October 10, 1985 and City Attorney Knaak <br />requested to see it when completed. <br />C. Workshop for 1986 Budget <br />A budget workshop meeting will be held on Tuesday, September 10, <br />1985 at 7:00 p.m. <br />D. City Administrator <br />There was discussion on the interviews of the three finalists, <br />Banister, Overby, Ulrich, for the position of City Administrator. <br />Morgan - There is a need to get the best and strongest people who <br />can bring a different dimension into this government and not ones <br />that we know or lead the best. A good administrator can save <br />engineering, planning and legal costs and this is what, without <br />any prompting, that Overby said he would try to do. Banister is sincere, capable and an <br />excellent Finance Manager. <br />Mazzara - He would support Overby because what the City needs now <br />is someone to come in with new ideas and a different perspective <br />
