LAKE ELMO CITY COUNCIL MINUTES AUGUST 4, 1987 PAGE 11 <br />Councilman Johnson brought up the concern with neighborhood kids <br />messing with the wiring on the well. Bohrer stated there was no lock <br />on the switchbox and will see if he can get one installed. <br />10. CITY ADMINISTRATOR'S REPORT <br />A. Road Repairs in Hidden Bay Area <br />A total of approximately 300 feet of roadway had suffered shoulder <br />erosion and breakup of the blacktop road surface as a result of the <br />storm on July 23rd particularly in the Hidden Bay Area. Most of the <br />repairs the City crew were able to do themselves, but there was one <br />area near the northerly intersection of Hidden Bay Trail and Deerpond <br />Trail that required 172 feet of bituminous curb that the crew could <br />not do. Quotes were received from five different blacktoppers to do <br />this work with price range from $600 to $860. Being that there was <br />not time for a City Council meeting, they took the quotes and talked <br />to the Mayor to get his permission to award the work to the low bidder <br />which was done. The work was scheduled for Monday, 8-3-87, but it <br />rained, so the work will be done on Wednesday, 8-5-87. <br />M/S/P Graves/Moe - to approve the road repair work from the low bidder <br />in the Hidden Bay area as proposed by the City Engineer. (Motion <br />carried 4-0). <br />City Administrator Overby reported that Maintenance Foreman Olinger is <br />in need of a power broom to clean up after storms, shouldering roads <br />and spring sweeping of all streets. This type of broom would be able <br />to sweep all blacktop where there is not a curb and gutter. This is a <br />3-week project, just to clean up after the recent storm. Rental of a <br />broom of this kind is limited to an availability basis. <br />Rental Cost is $500 week <br />$1500 month <br />Purchase Price is $11,000 <br />In March of this year, Olinger brought a proposal to the Parks <br />Commission and the City Council for purchasing a broom for the John <br />Deere Tractor. The price of that broom was $3,579.00 at that time. <br />Olinger still feels this would be the most logical way to proceed. <br />M/S/P Graves/Moe-to table this request until more information is <br />received which should include operating costs, repair costs, and <br />different applications for the broom. (Motion carried 4-0). <br />B. Guradian Angels Church: On -Sale License for <br />Non -Intoxicating Malt Liquor <br />--Guardian Angels Church has applied for an on -sale non -intoxicating <br />-malt liquor license, and a charitable gambling permit for its annual <br />fall festival to be held September 19 and 20, 1987. Copies of the <br />applications for the beer license and gambling license were received <br />by the Council. <br />
