LAKE ELMO CITY COUNCIL MINUTES JANUARY 5, 1988 PAGE 4 <br />under the current EIS schedule. <br />REAPP member, Ron Ramirez, submitted a letter to the City Council <br />requesting the Council to consider appointing their Co-chairman Todd <br />Williams to this position based on Todd's qualifications and his <br />assurance of continued hard work in pressing the City's case on <br />landfill issues. <br />M/S/P Moe/Johnson - to select Todd Williams as the City's <br />representative to the Landfill Site Selection Authority and to notify <br />the City of his decision. (Motion carried 4-0). <br />I. Appointment to the Planning Commission <br />This item was deleted and will be on the January 19th City Council <br />agenda. <br />7. PLANNING, LAND USE AND ZONING <br />A. PUBLIC HEARING: Request for Variance to Size of Accessory <br />Structures in the Rural Residential Zoning District; <br />Gordon Bjornson, 10689 61st St. N. <br />Acting Mayor Armstrong opened up the public hearing at 8:02 p.m. in <br />the City Council Chambers. <br />Mr. Bjornson has erected a 30' x 60' pole barn during the Summer of <br />`i.. 1987. Bjornson claims that he asked the City's Building Official if a <br />building permit was needed to put up a storage building in <br />Agricultural zoning and was told that a permit was not needed and then <br />proceeded to construct the building. <br />Mr. Bjornson wants to build a new 26' x 40' garage next to his house <br />located on 9.93 acres in the Rural Residential zoning district. <br />Building Official Jim McNamara stated that the concrete slab for the <br />proppaed new garage has already been installed, but Mr. Bjornson could <br />choose to put in frost footings under the slab and then physically <br />connect the new garage foundation to the new addition on his house. <br />This arrangement would conform to City Code and thus eliminate the <br />need for the variance. <br />Planning Commission Chairman DeLapp emphasized that people have put <br />buildings next to their house and then attached them in order to call <br />them one building, but did not have 42" deep frost footings. Mr. <br />Bjornson should have as a minimum of 42" deep frost footings and must <br />be underneath the corners of all buildings that are attached to the <br />main structure. <br />There was no one in the audience to speak for or against the variance <br />request. <br />{ Acting Mayor Armstrong closed the public hearing at 8:16 p.m. <br />The Council felt that 9.93 acres were so close to the required 10 <br />
