LAKE ELMO CITY COUNCIL MINUTES JANUARY 5, 1988 PAGE 8 <br />There is nothing now that the City could adopt to put in sprinkler <br />systems in a single family home unless we put it into our City <br />ordinance. There is protection now in the code, but if the City were <br />to adopt Appendix E this would require a sprinkler system in <br />commercial buildings. The Building Official will research this and <br />report back to the City Council. <br />M/S/P Johnson/Graves - to adopt ordinance 8011 amending Section 500 <br />thru Section 503 (and subsequent ordinances 7923 an 7946) along with <br />all other ordinances and parts of ordinances in conflict therewith of <br />the Lake Elmo Municipal Code whereby adopting the 1987 Minnesota State <br />Building Code. (Motion carried 4-0). <br />Hugh Madsen asked Jim McNamara by adopting these codes are you <br />including all buildings that could be built in Lake Elmo such as a <br />farmer --are they subject to these building codes. McNamara responded <br />that the building codes would cover the entire City. If it is an <br />Agricultural building that is an Ag use under the 1985 State Building <br />Code it does not need a building permit. City Attorney Knaak stated <br />there is a specific exclusion for this. Madsen further stated that <br />his understanding was that some cities have expanded to include all Ag <br />buildings. <br />M/S/P Graves/Johnson - to have the Planning Commission look into <br />whether the building code should apply to all lands (Agricultural <br />lands and buildings) within the City. (Motion carried 4-0). <br />8. CITY ENGINEER'S REPORT <br />A. Concept Plan for House and Septic System in the Shoreland <br />District, George Taylor <br />THe City Council reviewed the Engineer's report dated December 30 <br />1987. City Engineer Bohrer explained Mr. Taylor's request to <br />construct a new house on one substandard parcel and construct a <br />drainfield on a remote parcel. The City Council could find no <br />provision in the City Code which allowed this and each Councilmember <br />stated that they could not support this concept for new construction <br />which could create problems for him and for the City. <br />B. 201 Project - Time Extension for Part D, <br />Lake Area Utility Contracting. <br />THe City Council reviewed the request of Lake Area Utility Contracting <br />for a 180 day time extension for Part D to allow completion of the <br />sodding and cleanup. This would make the revised completion date July <br />15, 1988. The City Council felt that the contractor was justified in <br />asking for a time extension, however, they felt July 15th was <br />excessive and may not encourage the contractor to complete the work as <br />soon as possible. <br />M/S/P Graves/Moe - to approve the request by Lake Area Utility <br />165 day extension, until July 1, 199 of their Part D contract <br />completion date and submittal of this request to the MPCA for <br />review andapproval.
