Shoreland Permit to Allow Placement of Fill, Gene Peltier <br />Gene Peltier has applied for a Shoreland Permit to allow filling on <br />his land land located west of Packard Park 2nd Addition. This area is <br />just east of Lake Elmo Avenue and within 1000 feet of Elmo Lake, <br />therefore, Shoreland Regulations apply. There will be excess <br />excavation left over from the pond sconstruction for Packard Park 2nd <br />Addition and Mr. Peltier desires to dispose of it on his own property. <br />The area of proposed filling has been shown as Packard Park 3rd <br />Addition. Bohrer added that in concept plan however, the <br />consideration of this fill permit does not in anyway imply City <br />approval of the concept plan. <br />The City Council reviewed the Engineers report dated December 30, <br />1987. Sincere there were no variances involved in the proposed work, <br />the City Council approved the Shoreland Permit, conditioned upon the <br />two recommendations in the Engineer's December 30th report. <br />1. Hay bale dikes or silt fence be erected on the west <br />side of the fill area to prevent soil from washing <br />onto Lake Elmo Avenue. <br />2. The fill areas be seeded as soon as weather permits in the <br />spring. <br />M/S/P Graves/Moe - to approve the Shoreland Permit and fill permit to <br />allow Gene Peltier to place fill on two areas of his property located <br />in the SW 1/4 of Section 24 contingent upon the two recommendations in <br />the City Engineer's December 30th report. (Motion carried 4-0). <br />D. New contract with TKDA <br />City Engineer Bohrer had submitted a new contract for the City <br />Council's consideration. The existing contract has been in effect <br />since February 1979. Points of discussion were the new salary <br />multiplier, the payment of interest on unpaid account, and the lump <br />sum meeting attendance. The City Council was concerned that the <br />increase in the Engineer's rate will adversely affect the budget that <br />has already been approved for 1988; therefore, they directed the <br />Finance Director to return to the next Council meeting with a <br />breakdown in the general engineering bills for 1988, itemized <br />according to pass -through costs and direct City costs. <br />M/S/P Johnson/Moe - to table the new TKDA Contract until the January <br />19, 1988 City Council meeting for a breakdown in the engineering bills <br />for 1988 from the Finance Director. (Motion carried 4-0). <br />E. Escrow Reduction for Lake Elmo Heights and Lake Jane Highlands <br />City Engineer Bohrer reported that all of the escrow for these <br />improvements had previously beuNreleased, except for $500 to insure <br />completion of seedingcmd cleanup. This work has now been completed <br />and Bohrer recommended that the Council accepts the improvements and <br />release the remaining $500 escrow. <br />
