If the Council has any questions City Attorney Knaak <br />encourages them to call him. <br />D. Legion Avenue 201 Project <br />Acting Mayor Armstrong brought to the attention of the Engineer that <br />there was an alarm signaled at the Legion Avenue pump station on <br />Saturday evening, January 2, 1988. The Engineer explained that he <br />became aware of the situation on Monday, January 4th. This pump <br />station had not been taken over by the City, at that time, for <br />maintenance purposes. Because of this, the contractor still had his <br />locks on the pump station. The alarm condition was investigated on <br />Monday morning, by the contractor and the City Maintenance Foreman, <br />and it appeared that the alarm was signaled by the humidistat inside <br />the control cabinet. It was not.a mechanical failure. The City has <br />now placed their_ own locks on this pump station and has assumed the <br />maintenance. <br />On Monday, January 4th, a procedural memorandum was sent out to all of <br />the residents who live near the two pump stations. This memorandum <br />outlined what to do in case of an alarm and phone numbers to call. <br />M/S/P Moe/Graves - to adjourn the City Council meeting at 10:15 p.m. <br />(Motion carried 4-0). <br />Amended ;January 19, 1988 <br />7E. Adoption of 1985 and 1987 MN State Building Codes <br />Building Official Jim McNamara did not see any reason to adopt Appendix E <br />because of the amount of commercial buildings that the City is planning on <br />and asked the Council what commercial buildings are being planned for <br />Section 32, Hwy 5 and Hwy 36. Jim added that if you don't adopt this <br />now --it doesn't say you can't adopt it later. <br />Councilman Graves asked if someone came in and wanted to put up a <br />high-rise apartment building in Section 32 could we go back and adopt <br />Appendix E and tell him he has to add $10,000 to the project because we <br />have retroactively approved Appendix E. McNamara responded that it would <br />be too late for that building, but we would not be caught where we are <br />ever liable. Jim added that there are also areas in the Uniform Building <br />Code that, depending on the size of the building, there are times that you <br />automatically need a sprinkler system. If you do not have a sprinkler <br />system, you have to fire wall. <br />Jim McNamara said he would research Apppendix E and go through it with the <br />council at a later date. <br />
