LAKE ELMO CITY COUNCIL MINUTES MAY 17, 1988 PAGE 5 <br />,:j. <br />Councilman Moe asked to have Larry Bohrer figure out the front footage <br />assessment as a basis of comparison. <br />8. Cottage Grove Ravine Watershed Review and Comments <br />City Engineer Bohrer reported that the Watershed Management Plan, <br />dated April 8, 1988, had been referred to him for his review. This <br />plan is unchanged from the plan reviewed earlier for which the Council <br />received his comments on March 15, 1988. Bohrer reiterated the <br />comments and recommended they be assessed onto the Wastershed <br />Management Organzation. <br />M/S/P Graves/Moe - to direct Larry Bohrer to forward his comments <br />stated in his letter of May 17, 1988 to the City Council on the <br />Watershed Management Plan to the Cottage Grove Ravine Watershed <br />Management Organization. (Motion carried 5-0). <br />B. State Aid System Revision <br />City Engineer Bohrer reported that he received a letter from Elmer <br />Morris, District State Aid Engineer, stating that the City's request <br />to revise Lake Elmo's State Aid System has been approved as follows: <br />Revoke MSA 104 - Kimbro Avenue N. (47th S. N. to 50th St. N.) and <br />50th St. N. (Kimbro Avenue N. to CSAH 17). <br />Add MSA 104 - Kimbro Avenue N. (43rd St. N. to 47th St. N..) and <br />43rd St. N. (Kimbro Avenue N. to CSAH 17). <br />a <br />Larry Bohrer will come back to the Council with a resolution <br />establishing the above designation/revocation along with the need <br />sheet for the newly added street to finalize the MSA system revision. <br />Bohrer also pointed out that there is a house in the way for the <br />future right-of-way. The Council will have to decide if we are going <br />to allow her to rebuild on the remaining 3 acres after we buy the <br />right-of-way or to pay the value for the whole substandard lot in that <br />zone and declare it not buildable. An appraisal has been made based <br />on the taking of the house, but not the balance of the lot. He <br />discussed this with the owner who found it acceptable, but she wanted <br />to stay on the property. <br />When a survey is performed by Larry Bohrer, this will be put on the <br />agenda. A public hearing for June 21st was tentatively set. <br />CITY ADMINISTRATOR'S REPORT <br />9. Discussion with Finance Director <br />Finance Director Banister explained that the Law Enforcement Contract <br />was overbudget $6000 due to overtime wages for attending court cases. <br />Police fines were over so Marilyn explained that this evens out and <br />felt the budget was "right -on". <br />
