LAKE ELMO CITY COUNCIL MINUTES JULY 19, 1988 PAGE 3 <br />Bruce Folz presented the F.J.Crombie 2nd Addition third revision of <br />the Preliminary Plat which he advised now meets the 1% calculations <br />and was designed with this criteria. <br />Karen Chandler, of Barr Engineering (VBWD Engineer) has advised that <br />the second revised plat had not been received from the applicant and <br />their report on the drainage and erosion control, of this plat would <br />not be before the VBWD Board until July 28th. <br />City Attorney Knaak stated, in regard to the 24' width of their road, <br />the Council has to consider if this is unique enough to grant the <br />variance in order to decide other requests that come in the future. <br />Folz also asked the Council to consider adding "No Parking" on the <br />cul-de-sac roads in the development. <br />The consensus of the council was that the plat, as distributed at this <br />meeting, was revised significantly to table for review by the City <br />Engineer and VBWD. <br />Actions requested were: 1.) Original signature of Veronica Crombie (as <br />owner at the time of submission on the platting application); 2.) Copy <br />of the Contract for Deed (for sale of the property to Brian Crombie), <br />and County certification of filing of the Contract for Deed; (3.) <br />ownership report on property from the applicant or his attorney. 4.) <br />Review of the revised Plat by the City Engineer and review for <br />drainage and erosion control requirement by the VBWD. <br />M/S/P Graves/Armstrong - to table action on the Preliminary Plat; F.J. <br />Crombie, 2nd Addition until the City Council meeting of August 2nd. <br />(Motion carried 5-0). <br />Councilwoman Armstrong suggested adding the wording "or the setback on <br />the present lot" to Article 4B. Building Location of the submitted <br />protective covenants. <br />D. REZONING (RR to AG) and CUP (GREENHOUSES): <br />So. of 15, between Inwood and Keats, LINDER'S GREENHOUSES, <br />INC., RESOLUTION NO. 88-32; Granting CUP to Linder's <br />Greenhouses, Inc. <br />Li.nder's Greenhouses, Inc. is requesting a downzoning of a 64 acre <br />tract off 15th Street between Inwood and Keats from Rural Residential <br />to Agriculture. The Conditional Use Permit is for construction of <br />greenhouses (Stage 1 = 29,000 sq.ft. plus a 7,250 sq.ft. steel pole <br />building). Adequate drainage was provided for, landscaping <br />requirements of three staggered rows of evergreen trees will be <br />planted to provide a buffer to adjoining properties, and lighting on <br />the site shall conform to existing City Code. Linder commented that <br />the tree planting may not happen until the Spring because of the <br />drought. <br />The Planning Commission, at their meeting of July 11th, recommended <br />approval of the rezoning and approval of the Conditional Use Permit <br />with conditions as outlined in Resolution No. 88-32. <br />
