Dave <br />presented a petition to the City Attorney with 25 signatures <br />requesting an Enviromental Impact Statement. According to Dave, the <br />Enviromental Review Board requires any structure that is erected over <br />200,000 sq.ft. in a Class 4 City needs an environmental assessment <br />worksheet. <br />The consensus of the Council was greenhouses were a reasonable and <br />good use of the land. CITY ENGINEER'S REPORT <br />A. RECOMMENDATIONS/ALTERNATIVES FOR BITUMINOUS WALKWAYS <br />(Bikepath), 43rd & Kimbro <br />At the public hearing for the Improvement of 43rd Street and Kimbro <br />Avenue, several questions arose as to alternatives available for a <br />walkway/bikeway. See City Engineer Bohrer's recommendations in his <br />report dated July 14, 1988. <br />M/S/P Johnson/Graves - to direct the City Engineer to include in the <br />43rd and Kimbro Project paving both shoulders 6' wide which will be <br />paid for. by MSA funds and contingent on these 6' shoulders not <br />requiring additional right--of-way. Motion carried 4-1<Armstrong: <br />approval would set a precedent for 6' shoulders>). <br />M/S/P Graves/Moe - to direct the City Engineer to include paving both <br />shoulders of 47.th Street 4` ,ride' between Keats and, KimbrdAvenue. <br />(Motion carried 5-0). <br />B. PARTIAL PAYMENT & REDUCTION OF RETAINAGE; PART D, 201 PROJECT <br />Lake Area Utility Contracting completed all contract work prior to the <br />July 1st completion date. The only items remaining are some sod clean <br />up and construction of the Twin Points Tavern system pending MPCA <br />approval. <br />Since the contract is substantially complete, City Engineer Bohrer <br />recommended that the contract retainage be reduced to $1,000 to cover <br />any remaining cleanup and to keep the contract open until the Twin <br />Point Tavern issue is finally resolved with the MPCA. It was <br />recommended that Partial Payment No. 6 be approved in the amount of <br />$39,872.17. Of this amount, $10,500 should come from the Maintenance <br />
