1 COST ESTIMATE FOR EXCAVATION/DISPOSAL OF WASTE <br />FROM WASHINGTON COUNTY SANITARY LANDFILL NO. 1 <br />cost`-estima�e was prepared for the excavation and off -site <br />disposal of the waste currently landfilled at the Washington <br />County Sanitary Landfill No. 1. The estimated cost for this <br />alternative, as presented in Table 1, is $200,000,000. The <br />cost estimate was itemized into six major cost categories which <br />include: Waste Monitoring; Waste Excavation; Waste <br />Transportation; Waste Disposal; Backfill/Site Restoration; and <br />Site Safety. A standard 10 percent of the total contractor <br />cost was added for engineering and contingencies, respectively. <br />For cost item no. 1, Waste Monitoring, it was assumed that one <br />boring would be drilled per acre of filled area (approximately <br />35 acres). The purpose of the borings would be to characterize <br />the waste according to MPCA/U.S. EPA regulations to determine <br />the appropriate disposal facility for the waste. Each boring <br />would be drilled to the total depth of the fill collecting <br />samples of the refuse at one -foot intervals for sample <br />analysis. The analytical costs associated with analyzing the <br />samples comprises the significant portion of the cost. The <br />costs for analytical services were obtained from a quote <br />submitted by Interpol) Laboratories. <br />Cost item no. 2, Waste Excavation, was based on an estimated <br />volume of landfilled waste of 2.5 million cubic yards. It was <br />assumed that a maximum of ten crews of operators and laborers <br />with ten dozers and 10 front-end loaders could be working <br />on -site at any one time. It was also assumed that the daily <br />output capacity of the dozers and front-end loaders would be <br />about 33 percent less for working with wastes than the daily <br />output for working with soils which is about 1,000 cubic yards <br />per day per crew as given by Means Construction Costs Data, <br />46th Annual Edition. Thus, a daily output of 650 cubic yards <br />
