Based on <br />this daily output, the time to excavate the landfilled wastes <br />would be 390 working days or about 1-1/2 years. <br />For cost item no. 3, Waste Transportation, it was assumed that <br />the basic unit cost for truck transportation was $3.50 per <br />loaded mile for a 20 cubic yard capacity covered gondola truck <br />(U.S. Pollution Control, Inc. Personal Communication with Earl <br />Finder). A 30-mile haul to Pine Bend Landfill was assumed for <br />80 percent of the waste and a 700-mile haul was assumed for 20 <br />percent of the waste assumed to be characterized as hazardous. <br />It should be noted that a cost savings of about $40 million <br />could be saved if rail access to the landfill were available <br />and wastes were shipped via rail.at unit cost of $100/ton. <br />Cost item no. 4, Waste Disposal, Was calculated assuming that <br />80 percent of the landfilled wastes would be capable of <br />disposal in another solid waste sanitary landfill such as the <br />Browning -Ferris, Inc. (BPI) landfill in Pine Bend, Minnesota. <br />It was assumed that the other 20 percent of the wastes would <br />have.hazardous characteristics as determined by sample analysis <br />(cost item no. 1) and would need to be disposed of in a <br />Resource Conservation and Recovery Act (RCRA) regulated <br />landfill for hazardous wastes. The unit costs for disposal <br />were obtained from Mr. Mike Ayers of BFI and several hazardous <br />waste landfill operators in Illinois, Indiana, Ohio, Michigan <br />and Oklahoma. The volume of waste to be excavated was <br />converted to tonnage for calculating disposal costs using the <br />ratio of 2.5 cubic yards per ton of waste. Thus, 2.5 million <br />cubic yards of waste was assumed to be equivalent to one <br />million tons. It should be noted that if the non -hazardous <br />solid wastes were incinerated off -site the cost for disposal <br />would increase about $4,000,000 based on a unit cost of $70/ton <br />for incineration including ash disposal. <br />
