Bohrer estimated that $10,000 retaining would <br />be sufficient to ensure that this work is completed and recommended <br />that the letter of credit be reduced as follows: <br />Original Letter of Credit $62,000 <br />Amount of This Release $52,000 <br />Remaining Security $10,000 <br />M/S/P Graves/Johnson - to approve an escrow reduction for the grading, <br />gravel base, and bituminous surfacing in the amount of $52,000 for <br />work completed in Packard Park 2nd Addition acknowledging that $10,000 <br />will remain securred for the final pond shaping and boulevard seeding <br />mulching. (Motion carried 4-0). <br />B. PAUL EMERSON, LOT 3, BLOCK 1, EDEN PARK <br />REQUEST FOR SHORELAND PERMIT <br />Paul Emerson has applied for a permit for grading and filling <br />necessary to construct a building site and house pad on Lot 3, Block <br />1, Eden Park Addition. (A building permit is not being applied for at <br />this time.) <br />This grading and filling was shown on the original grading plan for <br />Eden Park approved in 1975 or 1976, but the work was never done. Mr. <br />Emerson is now applying for the permit to do this work. Since this <br />lot is within 1,000 feet of Downs Lake, shoreland regulations apply. <br />There is a drainageway through the lot but his grading and filling <br />will not interfere with drainage. The lot is above the high flood <br />mark and there is no water on the lot. No variances are required for <br />this shoreland permit. <br />The DNR has indicated that they have no problem with this application. <br />M/S/P Graves/Armstrong - to approve a shoreland permit for Paul <br />Emerson to fill Lot 3, Block 1, Eden Park in accordance with the <br />original submitted grading plan. (Motion carried 4-0). <br />8. DISCUSSION: RDF PLANT TOURS <br />Mary Kueffner reported, including Cimarron, the overall pickup was <br />20%. Excluding Cimarron because of their very low rate of <br />participation, pickup was up to 25%. A brochure will be worked on <br />with tips and details for recycling. There is money in advertising <br />from the County through our compost agreement, and with part of this <br />money Mary would like to buy a bulk mailing permit to send this <br />brochure out for 10.1 cents. Russ Larkin and Teddy Carlson have been <br />trying to get information on what is available in containers for the <br />City. <br />Councilman Johnson advised the Council, and extended an invitation to <br />the Councilmembers, of a tour that will be set up of the Rtuter <br />Resource Recovery plant in Eden Prairie. <br />
