LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 20, 1988 PAGE 4 <br />M/S/P Moe/Graves - to approve the shoreland permit and setback <br />variance from the Ordinary High Water Mark for Charles Taylor, 4677 <br />Birchbark Trail, to allow him to construct an 18' x 26' addition to <br />the existing structure, in accordance with the schematic submitted; <br />this approval is based on the fact that the addition does not infringe <br />on the lake or increase the existing non-conformancy. (Motion carried <br />4-•0) . <br />6. PUBLIC HEARING: 1989 Budget <br />Mayor Christ called the public hearing to order at 8:25 p.m. in the <br />City Council chambers. <br />The 1989 budget was provided for the Council's review. Finance <br />Director Marilyn Banister commented that this is the first time there <br />was no money for Reserves. She further explained the adjustments <br />which were made resulting from the September 14th budget workshop, and <br />with the aforementioned ajustments, we will have $19,000 available for <br />consultant planning service. <br />Mayor Christ commented that Administrator Morrison will be up for her <br />six-month review on November 16th. Based on the outstanding job she <br />has done in this position, Christ suggested a 10 percent increase in <br />November and a 4 percent increase January 1, 1.989. Councilman Graves <br />agreed with Mayor Christ on the Administrator's job performance, but <br />based on the tight budget, he su ested a 10 percent increase overall. <br />The Council decided to increasEONffl Budding category $2,2.00 in order <br />to increase the City Administrator's salary.' <br />The Council and Administrator felt liquor license fees ($1200 <br />off -sale, $1.00 on -sale) were low and will consider raising this fee. <br />The Budget will be reviewed for the final time at the October 4th City <br />Council meeting. <br />Mayor Christ closed the public hearing at 8:40 p.m. <br />M/S/P Graves/Moe - to authorize the finance Director to increase the <br />Building Permit category $2200 and to approve the City Administrator's <br />salary of $36,000 effective January 1, 1989. (Motion carried 4--0). <br />7. CITY ENGINEER'S REPORT <br />A. Final Payment, Water System Alarm & Control <br />Waldorf Pump &.Equipment <br />Larry Bohrer reported the work to replace the well pump control and to <br />install an audible alarm and visual alarm system has been completed. <br />He recommended that final payment be authorized for $5,264.00, to be <br />taken out of the Water Fund, to Waldorf Pump and Equipment Company, <br />Minneapolis, Minnesota. <br />The new alarm system relies on a neighbor or other observer to witness <br />the alarm and telephone the appropriate City personnel. The <br />notification procedure has been mailed to the residents adjacent to <br />the pumphouse and to the Washington County Sheriff's office. <br />
