LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 20, 1988 PAGE 5 <br />M/S/P Graves/Moe - resolved that the City Council hereby approves <br />final payment, in the amount of $5,264.00, to Waldorf Pump and <br />Equipment for the City's water system alarm and control. (Motion <br />carried 4-0). <br />B. Update: Washington County Landfill #1 <br />Larry Bohrer reported that Mary Luth has directed her staff to review <br />the conditions set at the meeting with MPCA for more frequent testing <br />and aeriation systems for water purification prior to entrance <br />downstream. She will come to the City Staff in October with a <br />proposal. <br />C. Fill. Permit: White Hat Restaurant <br />Ed Gorman <br />Ed Gorman, White Hat Restaurant, requested a renewal of his fill <br />permit which was granted September 4, 1987 for an unstated amount of <br />fill in order for him to proceed with his Phase 1 development. Gorman <br />has already brought in 2,000 yards of clean fill. <br />Larry Bohrer recalled when Mr. Gorman brought in his concept plan, <br />Bohrer commented that the total development was likely too intense for <br />that site because of the ponding and two drainfield sites that also <br />had to be accommodated on that property. <br />A site plan was provided for. Phase 1 showing the elevation needed (had <br />to be brought up 6' to 8') and his architect felt. 20,000-30,000 yards <br />of fill was needed in order to accomplish a green space and provide a <br />driveway area where you can drive back into the property. This will <br />be brought up for ease of his customers to be able to get into his new <br />entrance. Gorman stated his septic systemm will be relocated and <br />after the first of the year he will pursue his building permit. <br />Larry Bohrer refered to the site plan that was provided which had a <br />dimension of 250' x 250' x 8' high which would be 18,500 yards of fill <br />and voiced his concern of too much fill being brought in. <br />M/S/P Moe/Graves - to approve a fill permit for Ed Gorman, White Hat <br />Restaurant for 20,000 cubic yards with further review again in the <br />Spring; that granting this fill permit does not grant approval to add <br />buildings on the site and to be assured of no rerouting of the <br />drainage; all subject to review and approval by the City Engineer. <br />(Motion carried 4-0). <br />8. Lake Elmo Water System Advisory Committee Report <br />The Advisory Committee (Hugh Madson, Chair., Ben Friedrich, Fran Pott, <br />Sue Dunn, Jim Beers and Don Mehsikomer) have been meeting this summer <br />to review the present operation of the water system (financial <br />structure, maintenace program, future requirements and report back to <br />the Council with their 12 recommendations.) <br />
