Taking, hese trees down would not change the neighborhood. <br />Armstrong felt replacing the trees would be the proper thing to do. <br />Councilman Graves voiced his concern of the amount of fill he is going <br />to place and where. Graves thought it would be appropriate for the <br />staff and Mr. Douglas to identify which major trees should be saved <br />and which trees can be removed and determine an equitable replacement <br />program as to species, size and replacement. He also felt it was <br />necessary to maintain the drainage off of the street onto the <br />property. <br />Planning Commission Chairman, Steve DeLapp, received a call from Mr. <br />Douglas' neighbor voicing his concern on changing the character of the <br />neighborhood. DeLapp asked for a better understanding of what Mr. <br />Douglas is proposing to do. <br />Bohrer saw definite beneiftss with the addition of the culvert it <br />would aid the drainage in the area, with some fill to create smooth <br />slopes and terrain where Mr. Douglas can maintain it in a form of lawn <br />mowing it would discourage indiscriminate dumping, it would lend <br />itself to co-ordinating this project with the septic system project. <br />There will be excess dirt by digging up the drainfield trenches and <br />this would be a logical place to dispose of the dirt. From an <br />engineering standpoint, Bohrer saw no detriment to the proposal. <br />M/S/P Graves/Moe - to grant approval of a shoreland permit to James <br />Douglas, 8001 50th St., to place additional fill, not to exceed 80 <br />cu.yds., in the City right -of --way, in front of his property, with the <br />stipulation the fill should be stabilized with some type of seeding as <br />soon as possible so it doesn't wash off.; the drainage of the property <br />be retained so the water runs on the property, that a culvert be added <br />under his driveway at his expense to permit the flow to move down to <br />the lake; that Mr. Douglas interact with the City Office <br />(Administrator, City Engineer, Building Insp.) to identify which trees <br />should be salvagable and new trees planted should be of size (6' for <br />evergreens, 10' hardwoods). (Motion carried 4-0). <br />7. CITY ENGINEER'S REPORT <br />A. C.S.A.H. SYSTEM CHANGES <br />RESOLUTION NO. 88-38 <br />City Engineer Bohrer reported that Washington County has been studying <br />the County State Aid Highway (CSAH) and County Road (CR) systems for <br />several years. Two of the county roads which are in need of <br />reconstruction are Inwood Avenue from 15th Street to Stillwater <br />Boulevard and loth Street from I-694 to Manning Avenue. If these <br />roads were CSAH, another source of funding would be available for this <br />reconstruction. However, the CSAH mileage is fixed in that the CSAH <br />designation must be transferred from one highway to another. A letter <br />from the County Public Works Director, a sample resolution and maps <br />showing the proposed changes were available for the Council's review. <br />
