LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 6, 1.988 PAGE; 4 <br />Bohrer pointed out advantages to the County's redesignation plan. <br />Firstly, 10th Street is in need of reconstruction and CSAH designation <br />would provide another source of funding for this work. Secondly, 15th <br />Street from Inwood Avenue to the West City limits is badly in need of <br />reconstruction. If Inwood Avenue were CSAH, the City may be able to <br />designate 15th Street as Municipal State Aid, since 15th Street in <br />Oakdale is already MSA. <br />Bohrer stated that with this plan there would be no changes in funding <br />for maintenance and reconstruction, roads should be improved more <br />quickly, therefore, he recommended that the City Council approve the <br />County resolutions. <br />M/S/P Moe/Graves - resolved that Resolution No. 88-38, establishing <br />and revoking certain highway designations, is hereby, approved as <br />submitted. (Motion carried 4-0). <br />B. PAYMENT NO. 1: DANNER, INC. <br />Larry Bohrer requested a partial payment in the amount of $86,71.7.42 <br />to Danner Inc., for work performed to -date in connection with the 47th <br />Street MSA Improvements. Work that remains is the final shaping of <br />slopes and ditches and seeding. <br />M/S/P Graves/Moe - resolved that Payment No. 1 to Danner, Inc., in the <br />amount of $86,717.42, is hereby approved for work performed to date in <br />connection with the 1988 47th Street MSA Improvement. (Motion carried <br />4-0). <br />C. APPRAISAL - S. ZIBELL PROPERTY <br />An appraisal of the Sally Zibell property at 10572. 43rd St. N, was <br />made for the purpose of estimating the Fair Market Value of the <br />damages to this property due to the right-of-way acquisition by the <br />City of Lake Elmo. <br />William Schwab., Penfield, Inc., provided the following analysis in <br />his letter, dated August 24, 1988. <br />Market Value of the subject before the <br />right -of --way acquisition: $84,750.00 <br />Market Value of the subject after <br />the right -of -•way acquisition: $1.0,400.00 <br />Total Indicated Damages: $74,350.00 <br />Mrs. Zibell will, be building her new home this year and asked if she <br />would be able to take the White Pines she had planted and transplant them <br />around her new home. <br />M/S/P Graves/Moe - to give City Council approval to Sally Zibell to <br />remove any vegetation from her 2.8 acres. (Motion carried 4-0). <br />
