At a later date, bids will be let out for <br />relocation or demolishion of the house and to include proper <br />arrangements for the septic system, well and fuel oil tank. <br />M/S/P Graves/Moe - resolved that the appraisal, submitted by Penfield, <br />Inc., for the purchase of property located at 10572 43rd St. as <br />legally described by the appraisal document and being purchased in <br />connection with the MSA Construction of 43rd and Kimbro is hereby <br />accepted and approved in the amount of $74,350.00, and further, that <br />the Council hereby offers Sally Zibell this appraisal amount for said <br />property. (Motion carried 4-0). <br />D. REVIEW OF PROPOSED AMENDMENT: IMPERVIOUS SURFACE STANDARDS: <br />GENERAL BUSINESS DISTRICT <br />Due to lack of concensus, this matter was continued from the August <br />16th meeting to September 6th. <br />Considering the survey statistics, the Planning Commission <br />recommendation, as well as the Council's discussion at the last <br />meeting, the staff asked the Council to consider 1.) maximum <br />impervious surface coverage (building and parking lot) of 45% for all <br />parcels in the General Business District, together with 2.) direction <br />for review by Planning Commission and staff, of provision for <br />landscape requirements, setting of architectural standards and review <br />of park dedication requirements. <br />City Engineer Larry Bohrer provided drawings depicting layouts for an <br />office -type building on a 1 1/2 acre lot for 20%, 30%, 40%, and 50% <br />maximum impervious surface. The drawings showed that 50% impervious <br />is about the practical maximum for a one-story office type building. <br />Multi -story buildings would create less impervious surface than single <br />story building of comparable floor area. Uses such as <br />office -warehouse need less area for drainfields and would create <br />impervious surface in excess of 50%. <br />Councilman Johnson suggested the following: <br />up to 3 acres 40% <br />3 to 8 acres 30% <br />8+ acres 20% <br />total impervious surface <br />11 11 O <br />if 11 it <br />Roger Knutson, representing Lake Elmo Bank, explained that the <br />architect for the new LE Bank stated that 10,000 sq.ft. is needed for <br />the bank. This would be a minimum of 45% on 4 acres. <br />Ed Stevens, Planning Commission member, suggested that the LE Bank ask <br />the City for a variance because they have already designed their bank. <br />Mike Lynskey, Manager of Lake Elmo Business Park, stated that less <br />than. 50% coverage was awfully restrictive. At the time the <br />application for the Brookman Addition was brought in, Lynskey reported <br />the County's coverage was 60%. <br />
