LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 6, 1988 PAGE 6 <br />Councilman Graves expressed his wishes for a higher total impervious <br />surface and suggested the following: <br />Up to 5 acres 45% total impervious coverage <br />5 to 10 acres 35% IV of" <br />10+ acres 25% it it" <br />Councilman Johnson felt this was too high and asked if they could <br />reach some type of middle ground. Therefore, the following motion was <br />made: <br />M/S/P Graves/Johnson - resolved that the Council hereby directs the <br />City Attorney, and staff, to draft an amendment to Section <br />301.070D.7.C(5) of the City Code to state: <br />Lot Size, up to 4 acres, total impervious surface covered area of <br />maximum 45% of lot size; 4.1 to 8 acres, 35% total impervious surface; <br />and above 8 acres, 2.5% total impervious surface coverage. (Motion <br />carried 3-1<Armstrong: Good planning for the City is to preserve our <br />open space because this is what the people would want>). Don Moe <br />added that he was not happy with the sliding scale, but voted for the <br />45% coverage. <br />M/S/P Graves/Johnson - resolved that the Council hereby directs the <br />Planning Commmission and staff to review landscape requirements and <br />architectural standards in the General Business District, and further, <br />to review park dedication requirements in all Districts for <br />recommendation to Council. (Motion carried 4-0). <br />8. REPORT ON MPCA MEEETING: COUNCILMEN GRAVES & JOIiNSON <br />In response to the City's request of June 13th for a hearing before <br />the MPCA Board, (pursuant to MPCA Permit stipulation), Doug iIall, <br />Supervisor of the Permit Unit, requested a meeting with the City. <br />This two hour meeting was held on Wednesday, August 31st, at City <br />Hall. <br />Present were: <br />Dennis Ohlund, Ramsey Co.
