LAKE <br />ELMO <br />CITY COUNCIL MINUTES <br />SEPTEMBER 6, 1988 PAGE 8 <br />10. <br />FIRE <br />CHIEF'S REPORT <br />A. REQUEST AUTHORIZATION TO ADVERTISE FOR BIDS: <br />PERSONNEL CARRIER <br />Fire Chief Frank Pott prepared the bid specification for a personnel <br />carrier for the Council's consideration and requested authority to <br />advertise for bids. The personnel carrier was defined in the Fire <br />Department's Capital Improvement Program for. 1988. Estimated cost of <br />carrier is $22,850. Chief Pott felt the 4-wheel Suburban type vehicle <br />fits their needs best and would carry 5 people with their gear. This <br />vehicle would fit in the Fire Hall without any changes. During the <br />Budget workshop, the Council will discuss putting the personnel <br />carrier on an equipment certificate. <br />M/S/P Johnson/Graves - to approve advertising for bids for a new <br />4-wheel drive Suburban type personnel carrier as defined in the <br />prepared bid specifications. (Motion carried 4-0). <br />B. DISCUSSION: MAHTOMEDI PROVIDING FIRE SERVICE TO GREEN ACRES <br />Chief Pott requested the City authorize the Administrator to formalize <br />with the City of Mahtomedi a response to fire and ambulance calls to <br />Green Acres. For some time, both Mahtomedi fire and ambulance and <br />Lake Elmo fire and ambulance have responded to Green Acre calls which <br />Chief Pott felt was an unwarranted duplicity of service unless the <br />call merits mutual aid. <br />The City Attorney saw a liability issue and suggested the City join in <br />a Joint Powers Agreement. The Council authorized the City <br />Administrator and City Attorney, formalize a Joint Powers Agreement <br />with the City of Mahtomedi. <br />C. DISCUSSION: FIRE RUNS 1988 <br />Chief Pott informed the Council of the increase in fire runs in 1988 <br />with an estimate of an overrun of $6,000. In 1987 there were 202 <br />calls, as of August 23, 1988 there were 202 calls. This is mainly due <br />to grass and accident calls, not structure fires. At the end of the <br />year Chief Pott is estimating 25 firefighters; at this time there are <br />18 firefighters. <br />D. DISCUSSION: HAZARDOUS MATERIALS RESPONSE <br />OSHA has recently placed some rather strong requirements on Fire <br />Departments who are called for response to possible hazardous material <br />sites. Chief Pott suggested these calls be contracted out to the St. <br />Paul Fire Dept, with an effort to have Washington County assume <br />contract responsibilities and costs. ($800/yr.--standby; $350/hr. upon <br />response). Chief Pott will update the Council on the negotiations <br />with the County. <br />
