REAPP REPORT <br />Todd Williams reported Dan Novak was in the process of eliminating <br />firms from a list of 300 names and will have a list available to the <br />City Administrator the beginning of next week. <br />REAPP is trying to contact the other cities with landfill sites to <br />arrange some type of co-ordinated lobbying effort this year in the <br />legislature. <br />6. INTRODUCTION: Mike Black, Director of Planning, <br />James R. Hill, Inc. <br />Mike Black introduced himself as the Director of Planning for the <br />James R. Hill firm of Bloomington and had a combination of 13 years of <br />planning experience with the Cities of Cottage Gtove and Shoreview. <br />Black has been working with the City for finalization of the <br />Residential Estates Zoning District. <br />The Council recognized the need for a planner and suggested obtaining <br />bids from two other planners from cities with a population of less <br />than 10,000. <br />M/S/P Williams/Hunt - to direct the staff to obtain a letter of <br />interest, resume of qualifications and municipal experience, and a <br />proposed ontract.t'�eline,tting services and fees, from two other <br />planne slit ney o "'1eg4 than 1.0,000 population; exclusive of <br />working on the Residential Estates Zgnin ist is (Motion arried <br />4-0) . to De submitte% Dby tVne #2 17 meeting) Amended <br />1/17/89 <br />Councilman Williams advised the Council the proceedings of the <br />Planning Commission and the Parks Commission are specifically <br />identified. as being carried out under Roberts Rules of Orders, but it <br />does not explicity state in the code that the City Council meetings <br />should be carried out under these rules. <br />M/S/P Williams/Hunt -- recommend the proceedings of this meeting, and <br />future Council. meetings, be conducted under the revised Roberts Rules <br />of Order. (Motion carried 4-0). <br />M/S/P Williams/Moe -• to direct the City Administrator and City <br />Attorney prepare an ordinance, worded similarly to the ordinances <br />regulating the Planning Commission and Parks Commission conduct be <br />applied to the City Council regarding the application of the Revised <br />Roberts Rules of Order. (Motion carried 4-0). <br />7. ANNUAL ORGANIZATIONAL MEETING: <br />A. Selection of Acting Mayor <br />The Council., each year, at its organizational meeting, elects an <br />Acting Mayor to serve as Mayor in the absence of Mayor Dunn. <br />
