LAKE ELMO CITY COUNCIL MINUTES JANUARY 3, 1989 PAGE 9 <br />( 1.1. CITY ADMINISTRATOR'S REPORT: <br />A. Resolution 89-3: Resolution Opposing Detachment/Annexation of <br />I-94 Properties. <br />A Resolution was provided for Council's review opposing <br />detachment/annexation of I-94 properties (from C.R. 1.3 East to C.R. <br />15; 1./2 mile North) from Lake Elmo for annexation to Woodbury. <br />Councilman Williams suggested, in Resolution 89-3, deletion of <br />paragraph directing the staff and consultants to gather evidence <br />necessary to oppose said petitions because he felt the City should not <br />spend any time or money until the petition has been filed. He asked <br />that the City Attorney reword the resolution in order to maximize the <br />effect on the Municipal Board. <br />M/S/P Williams/hunt - to direct the City Staff and City Attorney to <br />reword. Resolution 89-3 in order to maximize the effect before the <br />Municipal Board and come back with a draft for Council's review at the <br />January 17th meeting. (Motion carried 4-0). <br />B. City Council and Planning Commission Resol.ut•ions <br />(89-4 - 89-10) <br />Resolutions of Appreciation to Mayor Arlyn Christ, Council.members Rose <br />Armstrong and Dick Johnson, as well. as Resolutions of Appreciation to <br />Planning Commission Members Lee Hunt, Marge Williams, Tom Simpson and <br />Parks Commission member Ron Ramirez were presented for formal action; <br />for presentation to recipients at the January 13th Christmas Party. <br />M/S/P Moe/Hunt - resolved that Resolution Nos. 89-4 thru 89-10, being <br />Resolutions of Appreciations of service rendered to the City, are <br />hereby approved. <br />M/S/P Williams/Hunt - to amend the above motion to include change in <br />Resolutions 89-4 (replace words perception and understanding with <br />dedication and contribution to). Motion carried 4-0). <br />M/S/P Moe/Bunt - resolved that Resolution Nos. 89-4 thru 89-10, being <br />Resolutions of Appreciation of service rendered to the City; to <br />include the approved amendment to Resolution 89-4, are hereby <br />approved. (Motion carried4-0=1'Abstain: Hunt abstained from voting on <br />Resolution 89-7 thanking him for his contribution to the City). <br />C. Administrator's Employment Contract <br />As discussed at a previous meeting, City Administrator Morrison has <br />pepared a proposed Employment Contract and has sent the contract to <br />the City Atorney for his review. Because of insuf.ficent time to <br />review the contract, the Council made the following motion: <br />M/S/P Moe/Williams - to postpone review of the City Administrator's <br />Employemnt Contract until the January 17th City Council meeting. <br />(Motion carried 4-0). <br />
