LAKE ELMO CITY COUNCIL, MINUTES MARCH 21, 1,989 PAGE 7 <br />( building of a church by Apostolic Bible Church; but the City Council <br />discourages further non-residential uses on 15th St. South of th and <br />East of County Road 13 an& County Road 19. (Motion carried 5-0). <br />to (Ain'ended 6-20-89) <br />C. ORDINANCE: NO. 8022: Impervious Surface Standards <br />General Business District <br />The Planning Commission, at their March 13, 1.989 meeting, recommended <br />approval by the City Council of Ordinance 8022 amending Ordinance 8088 <br />relating to impervious surface in the General Business District. <br />c.(5) Maximum area to be covered by buildings, parking lots, <br />driveways and other hard surfaces: <br />Lot Size Covered Area <br />Up to 4 acres 45 of lot size <br />Larger than 4 to 8 acres 35% of lot size <br />Larger than 8 acres 25% of lot size <br />M/S/P Graves/Moe - resolved that the City Council hereby approves <br />Ordinance No. 8022, amending Section 301.070 D.C(5) of the 1979 Municipal <br />Code, Relating to Impervious Surface Standards in the General Business <br />Zoning District. (Motion carried 5-0). <br />M/S/P Williams/Graves - to direct the <br />to work on landscaping/architectural <br />District and submit a recommendation <br />(Motion carried 5-0). <br />D. COMPREHENSIVE PLAN <br />Planning Commission and City Staff <br />standards in the General Business <br />to the City Council by July 1, 1989. <br />Councilman Williams provided proposed options for Council direction to the <br />Planning Commission in regard to the Comprehensive Plan. <br />Councilman Hunt preferred Option #3: wait until Residential Estates zoning <br />was done. Include RE and any new R-1. in a new future land use map in a <br />revised Plan, but he did not want this work to slow down the update of the <br />Comp Plan. <br />M/S/P Williams/Graves - to direct the Planning Commission to take the 1986, <br />Plan, rearrange it to the proper format, making changes only to the extent <br />necessary to have it flow together., add appendices, and adopt current <br />zoning map as future land use map. Once this plan is adopted, the PZ to <br />take as top priority revision of the future land use map and plan to <br />include where appropriate residential densities greater than 1 house per <br />10 acres. (Motion carried 5-0). <br />Dick Johnson, Comp Plan Subcommittee Chair, stated the Council will <br />receive the first draft of the Comp Plan at their April 4th Council <br />meeting. <br />M/S/P Graves/Williams - to set a joint meeting, for a duration of not <br />longer than 1 hour, for April. loth between the Council and Planning <br />Commission to discuss the draft Comp Plan. (Motion carried 5-0). <br />
