CITY OF <br />LAKE <br />ELMO <br />City of Lake Elmo <br />May 19, 1989 <br />TO: Mayor and Council <br />FROM: Pat Morrison, City <br />RE: Informational Memo <br />Police Service Contract: <br />777-5510 <br />3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 <br />Administrator <br />*I -- <br />The 1988 actual cost figures for police contract services were <br />received this week from the County. The City budgeted $90,000 in 1988 <br />for police services. The Sheriff's Department estimates of 1988 costs <br />were $84,050.89; the actual costs were $89,649.76 (6.6% over <br />estimate). The 1988 average cost per hour, per Deputy, (including <br />benefits) was $21.45. <br />The City budgeted $97,000 for police services in 1989. The 1989 <br />Sheriff's Department estimate for 1989 is $95,031.40 (or an increase <br />of $5,381.64 over the 1988 actual). The 1989 average cost per hour, <br />per Deputy, (including benefits) is $22.74. <br />This information may be helpful for you during our budget workshop <br />(which we hope to hold within the first or second week in July.) <br />Proposed Work Schedule: - Comp Plan: <br />The enclosed schedule was drafted to organize completion of the Comp <br />Plan. The schedule has been placed on the June 22nd agenda of the <br />Planning Commission for their consideration and review. Their <br />comments and the schedule will be submitted to you for consideration <br />at the June 6th meeting. <br />Concurrent Detachment/Annexation: <br />As per Council direction, a letter was sent to the Municipal Board <br />requesting delay of Board action until after June 30th, on any <br />concurrent detachment/annexation affecting properties of Lake Elmo or <br />Oakdale. Fritz Knaak was contacted before the letter was sent to <br />verify that the letter would have no detrimental affect on our later <br />efforts; he gave full support to the action. <br />Although Mayor Leo Hudalla, of Oakdale, fully supported their <br />submission of a like letter, his efforts were not supported by the <br />majority of the Oakdale Council. <br />
