CITY OF LAKE ELMO City of Lake Elmo May 19, 1989 TO: Mayor and Council FROM: Pat Morrison, City RE: Informational Memo Police Service Contract: 777-5510 3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 Administrator *I -- The 1988 actual cost figures for police contract services were received this week from the County. The City budgeted $90,000 in 1988 for police services. The Sheriff's Department estimates of 1988 costs were $84,050.89; the actual costs were $89,649.76 (6.6% over estimate). The 1988 average cost per hour, per Deputy, (including benefits) was $21.45. The City budgeted $97,000 for police services in 1989. The 1989 Sheriff's Department estimate for 1989 is $95,031.40 (or an increase of $5,381.64 over the 1988 actual). The 1989 average cost per hour, per Deputy, (including benefits) is $22.74. This information may be helpful for you during our budget workshop (which we hope to hold within the first or second week in July.) Proposed Work Schedule: - Comp Plan: The enclosed schedule was drafted to organize completion of the Comp Plan. The schedule has been placed on the June 22nd agenda of the Planning Commission for their consideration and review. Their comments and the schedule will be submitted to you for consideration at the June 6th meeting. Concurrent Detachment/Annexation: As per Council direction, a letter was sent to the Municipal Board requesting delay of Board action until after June 30th, on any concurrent detachment/annexation affecting properties of Lake Elmo or Oakdale. Fritz Knaak was contacted before the letter was sent to verify that the letter would have no detrimental affect on our later efforts; he gave full support to the action. Although Mayor Leo Hudalla, of Oakdale, fully supported their submission of a like letter, his efforts were not supported by the majority of the Oakdale Council.
