In particular, the ditch <br />running east of the VFW ballfield needs to be re-establishd across <br />Schiltgen's field to the railroad track. Bohrer stated in his letter, <br />dated June 16, 1989, that Layton Avenue should not be constructed <br />without a corresponding improvement in drainage and made (6) <br />recommendations. Bohrer presented the Front Foot Method as an example <br />of range of an assessment rate. <br />Elmer Dittmann, 3624 Layton Avenue N., stated there always was water <br />in the ditch when he farmed. When Schiltgen came in with the sod farm <br />and the gas station was put in, Dittmann felt they plugged the water <br />drainage and changed the waterway. In order to improve the drainage, <br />Dittman stated you have to go through Schiltgen's field. <br />Mayor Dunn reported she had talked to Jack Haseley, who will contact <br />the City on behalf of his father, Elford Haseley, 3604 Layton Avenue. <br />Glen Smith, VFW, stated they wouldn't use curbs and felt this was an <br />added expense. He was in favor of the road improvement, but didn't <br />like the words "estimated cost" stated in his letter. <br />Being there was a mixture of residential and industrial, Steve <br />Continenza, 3686 N. Layton, felt the residents should not have to pay <br />the same amount as a commercial business because they generate more <br />and heavier traffic. When the street was improved in front of his <br />Maplewood business, he was charged more as a commercial user than if <br />he was a resident. <br />The residents reported there are trucks that use the VFW parking lot <br />for loading and unloading at the Gerbitz building. <br />Mayor Dunn closed the public hearing at 8:36 p.m. <br />M/S/P Graves/Williams - to accept Larry Bohrer's recommendations <br />stated in his letter dated June 16, 1989 (See Appendix A) and direct <br />the City Administrator to identify how other cities distinguish <br />assessment rates for commercial versus residential. (Motion carried <br />4-0). <br />S. CITY ENGINEER'S REPORT: <br />A. Award of Bids for 20th Street N. Overlay Project <br />and 38th St. and 39th St. N. Overlay Projects <br />City Engineer, Larry Bohrer, reported that on June 15, 1989 bids were <br />received for the above referenced project.
