dF i <br />LAKE ELMO CITY COUNCIL <br />SEPTEMBER 26, 1989 <br />Mayor Dunn called the City Council meeting to order at 7:00 p.m. in <br />the Council Chambers. Present: Dunn, Hunt, Williams, Graves, Moe, <br />City Engineer Bohrer and City Administrator Morrison. <br />1. AGENDA <br />M/S/P Graves/Moe - to approve the September 26, 1989 City Council <br />agenda as presented. (Motion carried 5-0). <br />2. MINUTES: September 5, 1.989 <br />M/S/P Williams/Hunt - to approve the September 5, 1989 City Council <br />minutes as amended. (Motion carried 5-0). <br />3. CLAIMS: <br />M/S/P Graves/Hunt - to approve the September 26, 1989 Claims #92282 <br />thru #92339 <br />as presented. (Motion carried 5-0). <br />4. REAPP REPORT: <br />Todd Williams reported at ReAPP's last meeting they decided that,at <br />this time they have no need of Rosanna Armson's services; therefore, <br />ReAPP does not recommend continuing her contract. ReAPP realizes the <br />possibility that once the Draft EIS comes out they may want to get her <br />input on some of the socio-economic items. <br />5. ASSESSMENT HEARINGS - STREET IMPROVEMENTS <br />A. 43rd Street a Kimbro Avenue <br />Mayor Dunn opened up the Public Hearing at 7:05 p.m. in the Council <br />chambers. The Public Hearing notice was published and sent. <br />City Engineer Larry Bohrer reported the Total Cost $275,324.53, MSA <br />Eligible $257,969.90, which leaves the City Share of $17,354.63. <br />Bohrer explained that the practice in the past, on reconstruction of <br />State Aid streets, only the portion of the cost that is not reimbursed <br />by State Aid constitutes the assessment. The Assessed Rate is <br />computed by dividing the assessable cost $17,354.63 by the number of <br />lots that are either existing or could be created under current <br />zoning, which is 16 lots, and results in a cost per lot of <br />$1,086.66/Lot. As a point of information, Bohrer pointed out that at <br />the public hearing in 1988, we estimated the cost at $1,000/Lot. <br />Neil Krueger, 4452 Lake Elmo Avenue N., questioned the quality of the <br />road surface. He pointed out there were some areas that had been <br />repaired, but there are still tire tracks in the road surface. There <br />wasn't any black dirt added to the ditches; therefore, seeding will <br />not be successful. There is very little topsoil in places and there <br />
