LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 26, 1989 PAGE 5 <br />M/S/P Graves/Moe - to adopt Resolution No. 89-46 approving the <br />assessment roll and rate of $500/Lot for the 20th Street from Lake <br />Elmo Avenue to Manning Trail Bituminous Overlay Project. (Motion <br />carried 5-0). <br />D. 33rd Street & Klondike Avenue, from Hwy 5 to Lake Elmo Avenue <br />Mayor Dunn opened up the Public Hearing at 8:45 p.m. in the City <br />Council chambers. The Public Hearing Notice was duly published and <br />sent. <br />Larry Bohrer reported the total cost for the 33rd Street and Klondike <br />Avenue, CSAH 17 to TII 5, Ditching and Bituminous Overlay Project was <br />$48,380.81, less 1988 and 1989 MSA Maintenance is $5,532.60. <br />Assessment Rate = $5,532.60 divided by 14 lots = $395.19/Lot. <br />There was no one to speak for or against the street improvement. <br />Mayor Dunn closed the Public Hearing at 8:50 p.m. <br />M/S/P Graves/Moe - to adopt Resolution No. 89-47 approving the <br />assessment roll and rate of $395.19/Lot for the 33rd Street and <br />Klondike Avenue CSAH 17 to TH5 Ditching and Bituminous Overlay <br />Project. (Motion carried 5--0). <br />6. PLANNING/LAND USE/ZONING: <br />A. Rezoning (RR to PF); Large Lot Subdivision: <br />Golf Driving Range, Scott Blasko <br />Scott Blasko/Fi.nneman Enterprises have requested an 18 acre large lot <br />subdivision of the property legally described as the SE 1/4 of the NE <br />1/4, Section 36, T29N, R21W and zoning district amendment. If the <br />large lot subdivision is granted, the applicant requests a rezoning to <br />Public Facility from the current Rural Residential Zoning to allow for <br />a Golf Driving Range. <br />The Planning Commission voted, unanimously, for approval by the <br />Council for a Large Lot Subdivision to Scott Blasko/Finneman Ent. <br />based on the following Findings of Fact: <br />1. The proposed lot has the required 300' of frontage on a <br />public road; <br />2. Washington County requires this parcel and Oak -Land <br />School share a common driveway. The County has issued <br />a permit to the applicant for use of this common driveway; <br />3. The proposed parcel exceeds the 10 acre minimum lot size <br />required in the RR Zoning District and is within the 4:1 <br />lot size ratio. <br />4. The remaining property is a conforming RR lot; <br />
