CITY ENGINEER'S REPORT: <br />This item was deleted from the Agenda, as the City Engineer did. not have <br />any reports. <br />7. CITY ADMINISTRATOR'S REPORT: <br />A. Payment to Compost Workers <br />The Council, at their meeting of September 26th, requested the City <br />Administrator review hourly rates paid to compost workers. <br />Administrator Morrison reported the City receives $2,500 per year for <br />payment to the compost workers. A maximum of 546 hours could be worked. <br />Therefore, if all hours were worked, the hourly rate in order to stay <br />within budget, should not exceed $4.58 per hour. Scout Troop $162 <br />received $1,200 for work, performed on weekends during Spring and Fall. <br />hours, which is an hourly rate of $6.2.5. During the remaining 354 hours <br />when the compost is open, the compost workers are paid the minimum wage of <br />$3.85 per hour. Morrison explained it may be possible to pay a higher <br />then minimum hourly rate by decreasing Scout hourly rate to equalize wage <br />rate or if City contributed to payment of workers. <br />Mayor Dunn indicated the pay should be equalized and strongly encouraged <br />the Solid Waste Advisory Committee, who has been actively working on this <br />project and the grants, review past proposals and come back with a <br />recommendation <br />M/S/P Hunt/Williams - to refer Item 7A. Payment to Compost Workers to the <br />Solid Waste Advisory Committee which meets Thursday, October 26th, for a <br />recommendation. (Motion carried 4-0). <br />B. Awarding of Bid: Recycling <br />At the time, the Council extended TMT's contract thru 1989 and at the <br />recommendation of the City Attorney, the Council directed the City <br />advertise for Request for Proposals for our curbside recycling for 1990. <br />One response was received from our current contract holder, TMT Recycling, <br />Inc. <br />Pine Springs joined our program in September and Grant Township has <br />indicated a strong desire to join our program, hopefully before the end of <br />the year. Therefore, the RFP included all three cities. <br />Councilman Williams was in favor of TMT Recycling, Inc. because they have <br />done a good job, but felt we should have a signed Joint Powers Agreement <br />�" before we enter into a contract with TMT Recycling, Inc. <br />
