LAKE ELMO CITY COUNCIL MINUTES JANUARY 16, 1990 PAGE 5 <br />Larry Bohrer reported he contacted NSP regarding the above request. <br />They reported that there are existing power poles at these <br />intersections and there will be no installation charge. The monthly <br />charge per street light is $9.75 or $351 annually for all three. <br />Bohrer reported there was no reason the City should not install all <br />three street lights. <br />M/S/P Graves/Williams - to direct the City Engineer to make necessary <br />arrangements to have street lights installed at 31st Street and Jamley <br />Avenue, 31st Street and Janero Avenue, and 31st Street and Friedrich <br />Road, in response to the petition submitted by residents in this area. <br />(Motion carried 5-0). <br />8. Public Works Work Plan <br />Larry Bohrer reviewed the City's 1990 Capital Improvement Program <br />(CIP) as it relates to public works. The recommended projects were <br />listed in Bohrer's letter to the Council dated January 10, 1990. The <br />Council accepted Larry Bohrer's report and ordered the preparation of <br />feasibility reports for three street projects. <br />M/S/P Williams/Graves - to adopt Resolution 90-6, Resolution Ordering <br />Preparation of. a Feasibility Report for the Reconstruction of Laverne <br />Avenue and Upper 33rd Street. (Motion carried 5-0). <br />M/S/P Williams/Graves - to adopt Resolution 90-7, Resolution Ordering <br />Preparation of a Feasibility Report for the Full Overlay of Lampert <br />Avenue. (Motion carried 5-0). <br />M/S/P Williams/Graves - to adopt Resolution 90-8, Resolution Ordering <br />Preparation of a Feasibility Report for the Full Overlay of Legion <br />Avenue within Eden Park Addition. (Motion carried 5-0). <br />C. Rate Structure for 201 Systems <br />In his letter dated January 10, 1990, Larry Bohrer reported in 1988 <br />and 1989 the sewer charge was $120 per year for each residential <br />equivalent unit. In 1988 the expenses were $3,607 and the income was <br />$4,870 leaving a year-end balance of. +$1,263. In 1989, the expenses <br />were $6,417 and the income was $4,870 leaving a year-end balance of <br />-$1,547 for a cumulative fund balance of.-$284.00. Bohrer indicated <br />the fund should have a two-year ending balance of 4-$720 to cover <br />future replacement of pumps and controls. <br />The reason given by Bohrer for the high expenses was in 1988 the <br />systems were still under the one-year warranty by the contractor. He <br />was doing some of the things that would normally be done by the <br />maintenance crew. Also this was the first year that they were in full <br />operation and the turf was being established and didn't require the <br />mowing. Now, the City maintains everything and keeps the records. <br />Bohrer recommended raising the rates for 1990 from $120 per year to <br />$180 per year for each equivalent residential unit (ERU) except the <br />two individual off -site systems (Severin parcel and Scovill parcel) <br />which require minimal maintenance. <br />
