LAKE ELMO CITY COUNCIL MINUTES JANUARY 16, 1990 PAGE 6 <br />M/S/P Graves/Hunt - to direct the Acting City Administrator to <br />schedule a public hearing for the Council to discuss the rate increase <br />for the affected 2.01 Systems as soon as possible. (Motion carried <br />5-0). <br />D. Computer Package <br />Larry Bohrer reported in his January 10, 1.990 letter on the Computer <br />Package available through the Department of Transportation. In the <br />future, Municipal State Aid Reporting will be required to be done <br />automatically. Because some cities in the State are not automated or <br />have compatible equipment, MnDOT has negotiated a hardware and <br />software package that can be purchased by cities at a 60% State and <br />40% City costs. The State's share is paid for out of an <br />administrative fund and will not affect the city's maintenance or <br />construction allotments. <br />The staff reviewed the product literature, price lists, and previous <br />correspondence from MnDOT and recommends purchase of the entire <br />package, but upgrading the printer to the HP-LA2 laser printer for an <br />additional $1,095.00. This would bring the total package price to <br />$4,420.20. Deadline for ordering the equipment is February 15, 1990. <br />As the City is looking into updating their computerization plan, <br />Councilman Hunt suggested the Capital Improvement Committee meet with <br />the City Staff to discuss how this package might fit with the overall, <br />computerization plan and come back with a recommendation to the <br />Council. <br />M/S/P Hunt/Graves - to recommend the Capital Improvement Committee <br />meet with the City staff to discuss how this computer package would <br />fit with the overall computerization plan for the City and come back <br />with a recommendation for the February 6th meeting. (Motion carried <br />5-0). <br />E. Revisions to MPCA Rules relating to Water Quality <br />At the request of the Council, Larry Bohrer reviewed the proposed <br />changes to MPCA Rules relating to Water Quality. Bohrer clarified <br />these rules classify surface waters of the state for the purpose of <br />establishing the basis for which MPCA issues a permit for surface <br />water discharges, such as, from sewage treatment plants, industrial <br />plants and animnal feed lots. These would have no affect on Lake Elmo <br />because we have none of these activities within our boundaries. <br />Therefore, Lake Elmo would have nothing to comment on the proposed <br />rules. <br />Councilman Graves asked if this could be broadened enough to determine <br />if we could get a statement inserted "sources can be defined to <br />include landfills and discharge from pipes". <br />
