LAKE ELMO CITY COUNCIL MINUTES JANUARY 1.6, 1990 PAGE 8 <br />Councilman Graves pointed out in the Oakdale Gun Club CUP, Condition <br />(c.) should be clarified "shot gun range to be limited to #6 fine shot <br />or smaller " since a lot of skeet shooting is #7 or 08. <br />Graves noted in the Rockin L Trailer CUP, the Building Official <br />recommended a maximum of 30 llamas be housed on the property at any <br />one time. Lou Anne Hanson responded the llamas were not included <br />under this CUP, just the trailer sales. McNamara clarified the CUP was <br />for the horse trailer sales, but there was a concern a year ago by the <br />Council regarding the number of llamas housed at one time and was <br />asked to come up with a figure. He contacted Dr. Cindy Wolfe, who <br />stated llamas are not grazing animals, they are commercially fed. <br />Therefore, the figure of 30 llamas was picked as an arbitrary figure. <br />Armstrong stated our code requires 10 acres for horses and voiced her <br />concern Lou Anne has 7 acres and 16 llamas, with a possibility of 30 <br />llamas. Armstrong questi.onned what constitutes a feed lot. Lou Anne <br />stated she has a .land contract for adjoining land that the llamas <br />could graze on. The Hanson's are in the process of selling their <br />property and taking the llamas with them. <br />McNamara reported Trans City Invesments have been keeping him <br />up-to-date on any tenant changes. Ray Baber, Leasing Agent, asked if <br />they would be able to use the fenced in area in the back of the <br />building for outside storage. The Council clarified permitting outside <br />storage would require an amendment to their CUP which requires a <br />Public Hearing. <br />M/S/P Armstrong/Graves - to accept the Review on Conditional Use <br />Permits, dated January 11, 1990, by the Building Official. (Motion <br />carried 5-0). <br />B. Future Land Use Map <br />Councilman Williams pointed out on the future land use map changes <br />agreed upon by the Council at their May 1.6, 1989 meeting. Williams <br />brought up for Council consideration changes to some of the areas <br />proposed for RE Zoning 2 1/2 acres to be considered for 5 acres RE <br />Zoning. He would rather proceed cautiously because we haven't <br />experienced this type of development in Lake Elmo before and have to <br />examine the impact this would mean on our City services. Discussion <br />followed on these proposed changes because RE 2 1/2 Zoning was placed <br />on the Future Land Use map based on requests the Council had from <br />interested. parties. No formal application has been made. <br />Councilman Hunt suggested creating in Section 32 an <br />Urban/Office/Commerical type of Future land Use in the MUSA area. <br />Along I-94 Hunt stated he would like the property owners to have an <br />added option of residential if they so chose, but to restrict it to a <br />large parcel of land. Hunt provided a slide presentation showing new <br />housing developments along freeways. <br />There was discussion on the I-94 corridor for the Council to <br />collectively look at the land and find land appropriate for homes and <br />discuss proposed dates for staged development in each area once the <br />ordinances are accepted. <br />
