MINUTES FEBRUARY 6, 1990 PAGE 2 <br />Have you advertized for a new administrator or are you going to? <br />Mayor Dunn responded the Personnel Review Committee will be making a <br />recommendation soon. <br />5. REAPP REPORT <br />Dick Acree, ReAPP Member, referred to his letter to the Council dated <br />February 3, 1990 in regard to the issue of our contractor, DPRA, <br />working on behalf of another client, to attempt to block the Anoka <br />County/City of Ramsey site expansion. ReAPP decided it would be best <br />if a letter was sent to DPRA stating we don't approve of DPRA <br />proposing and possibly performing engineering duties on behalf of <br />groups that are attempting to block landfill sites from selection, in <br />conjunction with the current effort by the Metropolitan Council. Since <br />the present contract between DPRA and the City does not clearly <br />prohibit their participation in othersite evaluations, they are <br />requesting the contract be amended to preclude similar situations on <br />any other site. <br />Also in this letter, ReAPP requested adding how pleased they were with <br />the report from DPRA on review of other sites in Washington County <br />that were rejected. Acree provided a rough draft letter for staff <br />which included the amendment to Page 3 of the contract. <br />M/S/P Williams/Hunt - to direct the Acting -Administrator to write the <br />requested letter to DPRA including the suggested revision to the <br />contract. (See amendment to Page 3 of contract) (Motion carried 4-0). <br />6. PLANNING/LAND USE AND ZONING: <br />A. PUBLIC HEARING: Variance to Setback from OHWM and <br />Shoreland Permit to Replace Septic System: <br />Patrick Flanagan, 4473 Olson Lake Trail <br />Mayor Dunn opened up the Public Hearing at 7:15 p.m. in the Council <br />chambers. The Public Hearing notice was published and adjacent <br />property owners were notified. There was no one to speak for or <br />against the application. <br />Patrick Flanagan, 4473 Olson Lake Trail. N., has applied for a <br />Shoreland Permit to replace his existing septic system. This lot is <br />on the west side of Olson Lake and shoreland regulations apply. <br />Shoreland regulations require a 75 ft. setback from the high water <br />elevation to the drainfield. The site evaluator and the City's <br />Building Official viewed the site and recommended the system be <br />installed 65 ft. from the high water elevation in order to have some <br />flexibility in the construction. The hardship given was the existing <br />location of the house and its proximity to the Lakeshore. The well is <br />located on the roadside of the house. <br />Mayor Dunn closed the public hearing at 7:17 p.m. <br />
