6. If more than one unit of local government participates in. �. <br />the implementation and operation of a curbside recycling <br />program, the participating cities or towns will send the. <br />designated lead city a letter of authorization indicating <br />that the lead city will receive each participating city's. <br />grant money from Washington County to pass on to the <br />-— - - -- recycl-ing--contr-acto-r-.---- --- <br />7. Payment to cities and towns under the 1990 Washington County_ <br />Curbside Recycling Grant Program will be based upon the <br />April 1, 1989 Population Estimates made by the Metropolitan_ <br />Council (publication no. 620-89-105). <br />8. Payments to cities/towns will be made on a first come first_ <br />served basis until budgeted funds are exhausted. The Public <br />Health Department reserves the right to select grantees. <br />9. Payments will be made to cities/towns applying alone up to <br />$10.00 per household for recycling services for the year_ <br />1990. If two or more cities/towns send in a joint <br />application the County will pay up to $10.50 per household, <br />for the year 1990. <br />10. A recycling advisory committee should be formed. If a city_ <br />or town has a solid waste advisory committee, that committee <br />may also serve as the recycling advisory committee. <br />11. Cities and towns will be required to meet the residential ; <br />recycling goals established by Washington County.
