LAKE ELMO CITY COUNCIL MINUTES MARCH 6, 1.990 PAGE 5 <br />corner of Lake Elmo is also within this District. In 1986 <br />we reviewed the water management plan for Lake Elmo & found <br />that the plan limited Lake Elmo's discharge to 5 cfs even <br />though under present undeveloped conditions the discharge is <br />20 cfs. The Watershed's engineers told us that Lake Elmo's <br />discharge must be limited to 5 cfs because of Woodbury's <br />922 cfs discharge from Pond C7A. It seemed to us that <br />922 cfs was an incorrect number. At that time, we talked <br />to Joe Anderlik and found that Woodbury's drainage plan had <br />no such large discharge for that area. We also know of no <br />existing structure under I-494 to pass that kind of flow. <br />We wrote to the Watershed's engineer pointing out what we <br />felt was an error and received no response. <br />Since drainage is an "environmental" impact, we thought this <br />environmental review may be the appropriate forum to bring up <br />this discrepancy again. We ask the City of Woodbury to <br />compare its drainage plan to the Watershed Plan and correct <br />any errors found. <br />B. lOth Street Construction Schedule <br />At the last Council meeting, City Engineer, Larry Bohrer, was directed <br />to contact the Washington County Public Works Dept. to find out the <br />schedule for reconstructing 10th Street (C.S.A.H. 10) between Inwood <br />Avenue (C.S.A.H. 13) and I-694. Rohrer reported the road is <br />scheduled for 1992 and is anticipated to be a four lane divided road <br />with center grass median similar to C.S.A.H. 13 between I-94 and. loth <br />Street. <br />C. 1990 Sealcoat Program <br />Larry Bohrer reported in 1982 the City adopted a City-wide sealcoating <br />program in which every street that would benefit from sealcoating <br />would be sealed once every six years. This was set up to seal <br />one-third of the streets every other year (in the even years) to <br />coincide with the County's sealcoating contract. The 1990 Capital <br />Improvements program showed that sealcoating should be done this year <br />on these streets which were previously sealed in 1984. <br />Additions: Sealcoating for the first time streets <br />Teal Pass Estates <br />Lake Jane Highlands Addition <br />Irish Court <br />Lake Elmo Heights - let and 2.nd Addition <br />David Nelson Estates <br />Tartan Meadows - 1st and 2nd Addition <br />City Hall Parking lot <br />Deletions: Streets recommended for no sealcoating <br />31st Street between Stillwater Blvd. and the Railroad Tracks, <br />Better to overlay this road <br />(Designate MSA maintenance Funds in 1992) <br />Legion Avenue in Eden Park Addition <br />Won <br />overlay <br />
