LAKE ELMO CITY COUNCIL MINUTES MARCH 6, 1990 PAGE 6 <br />M/S/P Graves/Williams - to approve the 1990 Seal Coat Program as <br />presented. (Motion carried 4-0). <br />Mary Kueffner reported Kelly Brockman contacted the city about the <br />possibility of sealcoating the Brookfield II parking lot and splitting <br />the sealcoating cost of the access road when the City sealcoats their <br />parking lot. The Council was unwilling to be involved in any <br />arrangement to do work on the privately owned Brookfield II parking <br />lot. <br />City Engineer Bohrer explained once the contractor is under contract, <br />the City could inform the private owner of who that contractor is, and <br />if they want to they can make their own private arrangements. The <br />Council consensus was that, when the city hall parking lot is <br />sealcoated, they would pay half of the sealcoating cost of the access <br />road between City Hall and Laverne Avenue. Larry Bohrer will. contact <br />Kelly Brockman and Mike Lynsky regarding the procedure for sealcoating <br />the access road.. Bohrer will report back to the Council when he <br />receives the cost figures from Washington County. <br />D. SW1 Concept Review <br />Mayor Dunn reported Councilman Hunt, herself, Mary Kueffner, Arlyn <br />Christ and. Dave Dufresne met with. Mary Luth, Wash. Cty, to review a <br />conceptual design public water supply for Wash. Cty Sanitary Landfill <br />No. 1. Ramsey and Washington Counties met today and looked favorably <br />at this conceptual design. Mary Luth set up a tentative meeting for <br />March 22nd and asked if our city engineer could be involved and felt <br />at some time our city attorney's input would be needed. Councilman <br />Graves indicated his interest in. participating in these discussions <br />because he has been involved with this situation for 3+ years. <br />Larry Bohrer reviewed the public water supply proposal and found <br />several points that needed to be discussed; such as: design criteria <br />is not correct for the size of the tank, what kind of release from <br />liability do they want, operation maintenance and depreciation, and <br />tower placement. <br />The Council directed Mary Kueffner to contact Mary Luth with the <br />proposal that TKDA be hired by the Counties to prepare plans and <br />supervise the construction of the water system. <br />E. 1.990 Weight Restrictions <br />Maintenance Foreman, Dan Olinger, had prepared a list of 1990 Road <br />Restrictions on City Streets. <br />City Engineer Bohrer, recommended that no exemptions from the load <br />limits restriction be given to trash haulers or septic haulers. An <br />exemption could be given to septic haulers in an emergency situation. <br />School buses are exempt by State Statutes. <br />M/S/P Graves/Williams - to approve of the procedure that the 1990 <br />
