LAKE ELMO CITY COUNCIL MINUTES MAY 15, 1990 PAGE 11 <br />M/S/P Graves/Hunt - to accept the bid, $140/application, for lawn care <br />for Kleis Park from Green Stuff Lawn Treatments. (Motion carried 3-1: <br />Armstrong: She felt chemical applications were environmentally unsound <br />and hated to see these grass clippings end up in our compost pile, was <br />a danger to our children and pets, not a good precedent to set for us <br />as a City and foolish waste of money which could be put to a better <br />use.) <br />C. Update on Section 32 <br />Administrator Kueffner reported the Oakdale City Council voted 4:1 to <br />approve a written agreement generated from meetings composed of a <br />group of officials from both cities in an effort to resolve border <br />disputes due to action by Lake Elmo property owners in Section 32 to <br />annex to Oakdale. <br />Councilman Hunt indicated he was one of the negotiators, and although <br />this is the best agreement we would get out of Oakdale, he did not <br />feel that in good faith the City should approve this agreement at this <br />time. He would be willing to sit down with the property owners and <br />work with them and try to rebuild their trust. <br />Based on Councilman Hunt's recommendation and the Mayor's opinion, <br />Councilwoman Armstrong would not give approval to proceed with this <br />agreement. She would welcome actually seeing the first proposal for <br />Section 32. <br />Councilman Williams indicated the Council has repeatedly stated to the <br />property owners, "bring in a development proposal and we want to work <br />with you". <br />Councilman Graves would like to see the property owners give the <br />council a chance to work with them for the betterment of the <br />individuals and for the community. He concurred with the comment that <br />the City was not getting much, and that "Oakdale was trying to <br />strongarm us". <br />Bob Dreher, Section 32 property owner, asked for a letter, signed by <br />the City Council, stating the the City would be willing to work with <br />the Section 32 property owners and/or developers. He would be willing <br />to deliver such a letter to the property owners. <br />The Council asked the City Administrator to prepare such a letter for <br />their signatures. <br />M/S/P Hunt/Armstrong - to recommend rejection of the draft agreement <br />of May, 1990, between Lake Elmo and Oakdale for detachment and <br />annexation of land. (Motion carried 4-0). <br />M/S/P Hunt/Graves - to adjourn the City Council meeting at 11:50 p.m. <br />(Motion carried 4-0). <br />
