LAKE ELMO CITY COUNCIL MINUTES AUGUST 21, 1990 PAGE 6 <br />Mr. Acree volunteered his services to take his letter and go with the <br />City Administrator to Larry Bousquet and discuss each traffic hazard <br />and eliminate items he cannot control. Acree wished to be contacted <br />for any meetings and copied on all correspondence that deals with <br />issue. <br />The City Administrator will work with Mr. Acree and, Larry Bousquet and <br />report back to the Council when the speed study is completed by MnDOT <br />the first meeting of October or before. <br />B. Comprehensive Plan Recommendation from Planning Commission <br />Steve DeLapp, PZ Chair, presented the City Council the Planning <br />Commission's recommended 1990 Comprehensive plan which is a summation <br />of 5 years of work by the PZ, City Council and residents of our City. <br />He noted the plan has some minor recommendations derived by the public <br />hearing and technical comments from the Met Council's preliminary <br />review. DeLapp recommended the City Council adopt the plan with the <br />slight amendments and staff be authorized to make any minor non -policy <br />housekeeping corrections before the final printing and distribution. <br />Chairman DeLapp thanked Mary Kueffner for accepting the Mayor's charge <br />for getting the job done, Planner Mike Black for respecting and caring <br />for our City's values and putting together the ideas of many people <br />into a single cohesive plan. He thanked the City Council for many <br />hours of their personal consideration that led to this result. <br />The Council reviewed Mike Black's comments addressing the major issues <br />identifed by the Metropolitan Council in their letter dated. June 27, <br />1990. The Council asked for verification of "pipe has a flowing full <br />capacity of 2.15 MGD" and deletion of word "contiguous" to read as <br />follows: "one acre of land suitable for an on site...". The Council <br />also reviewed and concurred with the PZ motions (PZ meeting 7-9-90) <br />addressing the individual requests made at the Public Hearing for <br />changes in the Future Land Use Map. <br />In regard to the PZ recommendation to amend the Future Land Use Map as <br />it relates to land use along the freeway, (Limited Business Dist. W of <br />Cty Rd. 19 to a 1/4 mile E of Cty Road 19 with the 1/2 mile bulge <br />around Cty Rd 19 interchange and back 1/4 mile N along the Freeway), <br />Williams favored bringing the east limit of Limited Business Dist. <br />back to a 1/4 E of Cty Rd 19 because it would be more consistent with <br />Woodbury's plan to the South. He did not agree with extension of this <br />land use category for 1/2 mile N of Freeway around Cty. Road 19. <br />Councilman Graves preferred seeing the 1/4 mile bulge to extend 1/2 <br />mile N of Freeway and 1/4 mile on either side of Cty Road 19, but <br />would support the Comp Plan. <br />Councilwoman Armstrong felt the area covered by the Limited Business <br />Dist would be more than adequate and would wait to see what comes in <br />before we extend this land use further. <br />A draft ordinance adopting the 1990 Comp Plan on a six-month interim <br />basis was presented for Council approval.
