LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 20, 1990 PAGE 3 <br />Administrator Kueffner referred to the Don Wisniewski letter, where he <br />states sidewalks or pedestrian/bikeways are permitted, but at city <br />cost. The City Engineer has informed her since Cty Road 17 is a county <br />state aid highway, the City can use municipal state aid funds on this <br />type of a project. A preliminary feasibility report consisting of <br />field study and, cost estimate for a.sidewalk between south of the <br />railroad tracks to Pierre's Pier would cost approx. $1000. While we <br />are dealing with the speed problem, Kueffner pointed out, we have the <br />option of providing an area for people to walk that is separate from <br />the driving lane. This was something she could not respond to until <br />she received this report. <br />M/No Second/ Graves/No Second - to direct the City Engineer to make a <br />field study and cost estimate for installation of sidewalks between <br />the railroad tracks to Pierre's Pier and the funds be taken out of the <br />Planning portion of the 1990 Budget. <br />The Council received a mixed reaction to the option of sidewalks. <br />Councilman Hunt suggested they wait until they receive the results of <br />the speed study and issues addressed between himself and Dick Acree in <br />the next several weeks and try to come up with a comprehensive plan <br />for this area. Councilman Hunt will come back with a recommendation <br />to the Council. <br />Acting Mayor Williams thanked Sheriff Trudeau, Deputy Jesse Kurtz and <br />Sergeant Swanson for attending the Council meeting. Williams <br />explained the City is looking forward to receiving the results of the <br />state's traffic survey. Councilman Hunt has agreed to work with Mr. <br />Acree to try to write down issues he feels should be dealt with and <br />what the City can or cannot do. Williams noted no one is trying to <br />ignore the fact that there is a speeding problem on Lake Elmo Avenue. <br />- <br />The Old Village area is a densely populated area and perhaps has a <br />special problem, but is receiving special attention. <br />M/S/P Graves/Hunt - to adopt Resolution 90-35 requesting a speed <br />survey on 30th Street from CSAH 17 to CSAH 15. (Motion carried 4-0). <br />6. PUBLIC HEARING: 1991 Budget <br />Resolution adopting 1991 Budget <br />Acting Mayor Williams opened up the public hearing at 8:06 p.m. in the <br />City Council chambers. The public hearing notice was published in the <br />November 14, 1990 St. Croix Valley Press. <br />Finance Director, Marilyn Banister, presented the 1991 Budget and <br />reported the increase this year is $26,826 or 3.260 over last years <br />budget and taxes, basically due to increase in cost of living. <br />Special levies for 1991 will include $70,000 for a park bond, $50,000 <br />for the landfill referendum and a $50,000 equipment certificate. <br />Bill Boylan, 10711 N. 50th St., stated he was not happy about the <br />money the landfill referendum would cost him. He stated, "I know <br />there is a lot of emotion in this area about the landfill, but I'm not <br />paying taxes to fight another agency of government." <br />
