LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 20, 1990 PAGE 4 <br />Mark Rivard, 5290 Hilltop, asked if the negative population growth <br />affected the City. Banister responded the population has no bearing on <br />taxes, but the number of households does make a difference. <br />Gloria Knoblauch, 9181 31st St. N., asked if $40,000 was enough for <br />legal fees in 1991 and to appeal Section 32. Acting Mayor Williams <br />responded the costs involved in appealing Section 32 will be rather <br />minor compared to the original hearing cost. <br />When asked how the detachment would affect the City, Banister stated <br />the recent loss of 500 acres to Oakdale will not affect tax collection <br />in Lake Elmo in 1990. The owners of the detached property would still <br />pay their taxes to Lake Elmo this year. <br />Acting Mayor Williams closed the public hearing at 8:18 p.m. <br />M/S/P Graves/Hunt - to adopt Resolution 90-34, A Resolution Approving <br />1990 Tax Levy, $849,756, collectible in 1991. (Motion carried 4-0). <br />7. PLANNING/LAND USE & ZONING: <br />A. Petition for Comprehensive Plan Revision <br />Steve Korhel, 5540 Keats Avenue N., submitted to the Council a <br />petition requesting an amendment to the Lake Elmo Comprehensive Plan. <br />The petitioners are requesting that the "DIP" area be removed from the <br />"RED" zoned section that borders the south side of Highway 36 and be <br />put back into an "RAD" zoning classification. <br />M/S/P Armstrong/Graves - to remand this petition to the Planning <br />Commission for their consideration. (Motion carried 4-0). <br />B. Limited Business District Ordinance <br />Tood Williams gave an update on the meeting held Saturday to work on <br />the Limited Business District Ordinance along I-94. Planner, Mike <br />Black, will incorporate their discussion into a list of allowed uses <br />for review by the Planning Commission. <br />
