Proposed 1991 Street Improvements <br />City Engineer Larry Bohrer proposed the following street improvements <br />for 1991: <br />Type of <br />Streets _Construction Funding <br />1. Annual Maintenance Project <br />Overlay Assess <br />Overlay Assess <br />Shoulder & MSA <br />Overlay <br />Patch & Overlay Budget <br />1. 1990 MSA Laverne Avenue & Upper 33rd Street <br />This Old Village street reconstruction project has been identified as <br />the next MSA project in the City's 5-year plan. it is also necessary <br />as a vital part of the Old Village drainage improvements. Public <br />hearings were held with only slight objections to the proposed <br />assessments. The most difficult part of the project will be the <br />easement acquisition across the Schiltgen property and getting VBWD <br />approval. <br />The Council requested William Rohrer, Lake Elmo's Rep. on the VBWD, to <br />attend a Council meeting with an update. The Council postponed <br />consideration of this project until after an update from the VBWD. <br />2. Legion Avenue within Eden Park Addition <br />This street is 14 years old and was extensively patched in 1989. It <br />needs a full overlay to preserve the rest of the street and is <br />proposed to be 100% assessed. Public hearings were held in 1990 and <br />persons spoke that this project should be postponed until the <br />construction was completed in Packard Park. Packard Park is now <br />complete. <br />M/S/P Graves/Hunt - to call a public hearing for an overlay project <br />for Legion Avenue within Eden Park Addition. (Motion carried 4-0). <br />3. Hytrail Avenue - Highlands Trail. to 59th Street <br />This street was paved in the mid-1970's. Upon inspection, the Public <br />Works Foreman and City Engineer felt that an overlay over the entire <br />surface was needed. This project would be similar to other overlay <br />projects that the City has performed over the last few years is <br />proposed to be 100% assessed. <br />
