LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 20, 1990 PAGE 7 A. Letter of Resignation from City Attorney The City received a letter from Fritz Knaak, Rauenhorst, Carlson Knaak, Ardnt & Ojile, indicating they do not intend to seek a renewal of their contract with the City for the coming year. M/S/P Graves/Hunt - to accept the letter of Fritz Knaak indicating they will not be renewing their contract with the City for 1991. (Motion carried 4-0). M/S/P Graves/Hunt - to appoint Jerry Filla of Peterson, Frank and Reech, as the interim City Attorney for Lake Elmo beginning January 1, 1991 until May 31, 1991. (Motion carried 4-0). M/S/P Graves/Armstrong - to direct the City Admininstrator to work with Jerry Filla and Fritz Knaak to begin the transition in the attorney's responsibilities for the City and facilitate this transformation any way possible. (Motion carried 4-0). B. Proposed Uniform Parking Fine Schedule The City received a memo from Washington County requesting that we approve and adopt its proposed fine for violation of parking regulations to $25.00. Currently, we charge $10.00 for parking violations. ($100.00 for handicapped violation will remain the same). M/S/P Armstrong/Graves - to adopt Resolution 90-36, A Resolution directing Washington County to include Lake Elmo in its standardized fine program of $25.00 for all parking violations, excluding violation of handicapped parking which shall remain at $100.00. (Motion carried 4-0). C. Maintenance Department's Request for Transfer of Funds Dan Olinger has requested that we transfer approximately $5,000 from the patch and overlay budget, which has a balance of. approx. $17,000 to the Equipment and Repair Budget. Dan reported the plow frame on the 1986 dump truck is fractured and weakened. The plow frame and hitch will cost approx. $1,300 from Little Falls Machine. (See Request for Council Action for other Maintenance requests). M/S/P Armstrong/Graves - to direct the Finance Director to transfer approximately $5,000 from the patch and overlay budget to the Equipment and Repair budget and authorize funds to repair snowplow. (Motion carried 4-0). D. 1.990 Christmas Party M/S/P Armstrong/Graves - to direct the staff to send out invitations, order the "City Mug", and find someone to cater the Christmas Party for Friday, December 14th, at a time to be determined. (Motion carried 4-0).
