LAKE ELMO CITY COUNCIL MINUTES DECEMBER 1.8, 1990 PAGE 3 <br />The Planning Commission voted 5-4 recommending the proposed ordinance <br />for Limited Business Zoning District along I-94 be tabled. The <br />Planning Commission received written and verbal comments on this <br />zoning district. <br />Mayor Dunn and Councilman Hunt thanked the Planning Commission for <br />their efforts to try to finish this Limited Business Ordinance. Even <br />with numerous sub -committee meetings and discussions, they understood <br />why the Planning Commission was not comfortable in passing this <br />ordinance along to the Council. <br />The Council. concurred with Hunt's statement and supported giving the <br />PZ time to develop a good LB Zoning Ordinance. <br />E. Residential Estates Ordinance Review <br />The consensus of the Planning Commission was that the gross density <br />include park land dedication as part of the 20 acre minimum and still <br />have 6 lots .per 20 acres with the 2.5 acre minimum per lot. The PZ <br />indicated our park dedication fee ordinance desperately needs to be <br />looked at. The Council and staff concurred with reviewing our park <br />dedication fee ordinance. <br />Williams asked the status of a request by the PZ for Council direction <br />to resolve the apparent conflict between the R1 areas as shown on the <br />FLUMP, the Comp Plan, and the resolutions referring to no more R1 <br />Zoning in the city. The City Administrator will look into this <br />request and report back to the Council in January. <br />6. CITY ENGINEER'S REPORT: <br />A. 15th Street MSA Improvement -Final Payment <br />Resolution No. 90-38 <br />City Engineer, Larry Bohrer, reported the work on 15th Street from <br />Inwood Avenue to the Oakdale City limits is complete and ready for <br />final payment. In that regard, Bohrer included Compensating Change <br />Order No. 1. in the amount of $6,413.85 and, Final Estimate and <br />Certificate No. 3 in the amount of $19,791.72. All of the cost is <br />eligible for State Aid reimbursement. Bohrer recommended that the <br />City accept the work, approve Compensating Change Order No.l and <br />approve final. payment in the amount of $19,791.72 to T.A. Schifsky & <br />Sons. <br />M/S/P Hunt/Williams - to approve Compensating Change Order No.l to <br />T.A. Schifsky and Sons in the amount of $6,413.85 for work done on <br />15th Street from Inwood Avenue to the Oakdale City limits. (Motion <br />carried 3-0-1: Abstain: Armstrong). <br />M/S/P Williams/Hunt - to adopt Resolution No. 90-38 accepting the work <br />on 15th Street by T.A. Schifkky and Sons for the improvement of 15th <br />Street between CSAH 13 and the west city limits and authorize Final <br />Payment in the amount of $19,791.72. (Motion carried 3-0-1: Abstain: <br />Armstrong). <br />
