LAKE ELMO CITY COUNCIL MINUTES JANUARY 15, 1991 PAGE 3 <br />D. Request from Councilman Hunt for Council consideration to <br />omit the sunset clause in the Parks Commission Ordinance <br />Councilman Hunt suggested that the "sunset" clause in the Parks <br />Department Procedure Ordinance Section (210.012) be eliminated. Hunt <br />explained the City has members that have been on the Commission for a <br />number of years, have done an excellent job for the City, and have <br />become very familiar with the parks. These members are now subject to <br />the sunset clause. <br />The administrator pointed out an error in the attendance record that <br />was provided to the Council on January 2, 1991. The two park <br />walk-thrus were not included in the attendance record. See corrected <br />attendance record. <br />MIS/ Hunt/Mottaz - to direct the staff to amend Parks Department <br />Procedure Ordinance Section (210.012.) to change the sunset clause for <br />length of service from 4 years to 5 years, as long as the average is <br />below 5 years, members may be reappointed and this ordinance to take <br />affect immediately upon publication. <br />M/S/F Mottaz/Williams - to amend the motion to include the average <br />length of service is four years, but add the provision that if no <br />other applications are received by the City within 30 days, then the <br />members may be reappointed who would otherwise be ineligible. (Motion <br />failed: Dave Johnson, Hunt, Dick Johnson: felt it should be the option <br />of the Council to decide who should serve on the commission; <br />therefore, would like to see the entire "sunset" clause be stricken <br />from the ordinance. We have two tremendous people that should <br />continue serving on the commission and this amendment does not solve <br />this problem). <br />M/S/P Hunt/Mottaz - to direct the City staff to amend Parks Department <br />Procedure Ordinance Section (210.012) to change the sunset clause from <br />four years to five years, that is, as long as the average length of <br />service is below five years, a member may be reappointed; and this <br />ordinance will take affect immediately after publication. (Motion <br />carried 5-0). <br />M/S/P Williams/Dick Johnson - to reappoint Nancy Hansen, James <br />Yarusso, Sharon Simpson to the Parks Commission effective February 1, <br />1991 for full three-year terms. (Motion carried 5-0). <br />
