LAKE ELMO CITY COUNCIL MINUTES MARCH 5, 1991 PAGE 9 <br />10. CITY COUNCIL REPORTS: <br />A. Mayor's Report <br />Mayor Johnson will submit his information on a proposed Economic <br />Development Board. This item will be discussed at the March 19th <br />meeting. <br />The City Administrator has instructed the Department Heads to pass <br />through her all purchase requests. <br />M/S/P Dick Johnson/Mottaz - to support the efforts of the City <br />Administrator to reduce costs in the City's operation. (Motion <br />carried 5-0). <br />B. Councilman Hunt <br />Councilman Hunt reported the City should look into how, services could <br />be charged for such as street lights. The Planning Commission should <br />look at impact fees commensurate with developments to help pay for <br />these type of services. A reminder that the VBWD questionnaire should <br />be filled out by the Council and the City. A suggestion for the <br />potential for a consent agenda to streamline and speed up our Council <br />meetings. Councilman Hunt will contact the staff and Councilman <br />Mottaz to set up a Budget Committee meeting for next week. <br />C. Councilman Johnson <br />(1) Parks Department <br />Councilman Johnson met with the City Administrator to investigate the <br />issues raised by the Council on this subject and reported the results <br />in his memo dated February 28, 1991. <br />M/S/P Dick Johnson/Mottaz - to direct the City Administrator to <br />establish a separate Parks and Recreation Department with a Supervisor <br />that will report directly to the City Administrator. (Motion_ carried <br />4-1 Williams: He did not see an advantage of a separate Parks Dept at <br />this time. He has become aware of a problem between the Parks <br />Commission and the Maintenance Foreman regarding priorities of <br />personnel and parks related work and did not see a separate department <br />as the best way of solving this problem.) <br />(2) Maintenance Advisory Committee <br />The proposal for a Maintenance Advisory Committee was made at the <br />January 19th Council meeting at which time it was requested that more <br />information be provided for the need for this committee. In view of <br />the budget constraints that we are facing, Councilman Johnson felt it <br />was more urgent than ever to have a group of knowledgeable citizens <br />advising this council on equipment purchases and giving recommendation <br />to cost saving measures. In his memo, dated February 28, 1991, <br />Johnson outlined his reasons for creating this committee and <br />recommended plan for implementation. This outline was developed in <br />discussion with the City Administrator. <br />
