(Motion carried 5-0). <br />8. CITY ATTORNEY'S REPORT: <br />9. CITY ADMINISTRATOR'S REPORT: <br />A. Appointment of Mike Bouthilet as Parks and Recreation <br />Supervisor <br />The official appointment of Mike Bouthilet as Parks & Recreation <br />Supervisor was postponed until Dan Olinger returned from his <br />personal leave of absence and until the job notice was posted for <br />all employees. Dan has returned to work and no other employees <br />have expressed interest in the position. Staff recommended that <br />the Council take the action to make the appointment official. <br />M/S/P Hunt/Dick Johnson - to appoint Mike Bouthilet as the Parks & <br />Recreation Supervisor for the City of Lake Elmo effective <br />immediately. (Motion carried 5-0). <br />B. Parks Commission request for use of City Planner <br />At the request of the Parks Commission, Mike Black has put <br />together an outline and cost estimates for preparing a <br />Comprehensive Parks & Recreation Plan. The Parks Commission has <br />appointed a sub -committee of four members to work with Mike on <br />this plan. There is $4,700 left from a grant the City received <br />for planning that must be used for no other purpose than for <br />parks. If more money is needed for this project, it could come <br />out of the Parks Department C.I.P. <br />M/S/P Mottaz/Hunt - to approve the Lake Elmo Parks and Recreation <br />Plan proposal by Mike Black and authorize the expenditure up to <br />$4700 to be taken out of the money left from a Grant the City <br />received for planning. (Motion carried 5-0). <br />C. DPRA Contract (continuation) <br />At the direction of the Council, the City Administrator negotiated <br />with DPRA regarding the increase on the Geraghty & Miller portion <br />of their contract. Geraghty and Miller has agreed to a cap of <br />13.5% increase (twice the average of the DRPA increase because it <br />covers a two-year period.) <br />M/S/P Hunt/Dick Johnson - to approve the contract amendment. with <br />DPRA as outlined in their letter of April 25, 1991, subject to the <br />increase for the services provided by Geraghty & Miller not to <br />exceed 13.5% to be effective July 1, 1991. (Motion carried 5-0). <br />
