LAKE ELMO CITY COUNCIL MINUTES MAY 7, 1991 PAGE 7 <br />M/S/P Mottaz/Hunt - to grant preliminary plat approval for the John <br />( Day Farm Addition based on the above listed findings of fact, based on <br />the recommendation of the Planning Commission, subject to the <br />conditions set forth in the City Planner's report dated April 30, <br />1991, the City Engineer's report dated April 10, 1991, and the Parks <br />Commission recommendation to accept cash in lieu of land, and the park <br />dedication fee shall be set at 4% of the cash value or whatever is set <br />by the park dedication ordinance, whichever is less. (Motion carried <br />5-0). <br />E. Street name change: 3rd Street Place, "The Forest" <br />Marcus & Rebecca Gernes have requested the street name in the <br />Development, "The Forest" be changed from 3rd Street Place N. to <br />Forest Lake or Forest Place. The street is 3rd Street Place N., off <br />of County Road 17, a 1/4 mile up from I-94. <br />At their April 22, 1991 meeting, the Planning Commission considered <br />this request and on a 4-3 vote recommended that the name be changed to <br />"Forest Lane". <br />The Council indicated that the uniform name and numbering system is in <br />the best interest of the health, safety and welfare of the community. <br />M/S/P Mottaz/Hunt - it is the considered judgement of the City Council <br />that the uniform name and numbering system is in the best interest of <br />the community, the Council denies the request for a street name change <br />of 3rd Street Place and that Marcus & Rebecca Gernes be apprised of <br />our decision by a letter. (Motion carried 5-0). <br />Councilman Johnson addressed the comment, "other street names that <br />don't comply" and pointed out that those existing street names were <br />allowed at the time the uniform name and numbering ordinance was put <br />into affect. <br />F. NPDES Permit Modification <br />The City received a Public Notice relative to the request of <br />Washington County to modify NPDES/SDS Permit #MN 0054348 which, if <br />approved by the MPCA, would increase the permitted flow at out fall <br />010 from 150 gallons per minute to 190 gallons per minute and would <br />allow the substitution of Phenol and Total Phenols on list of <br />monitored parameters. <br />M/S/P Dick Johnson/Williams - to direct the City Administrator to <br />write a letter indicating the city opposed the modification of <br />NPDES/SDS Permit #MN 0054348 for the following reasons: (Motion <br />carried 5-0). <br />1. The proposed increase of flow, from 150 gpm to 190 gpm will <br />increase the potential for contamination of surface waters <br />within the City of Lake Elmo. <br />
