The increased flow may interfere with the proper drainage of <br />water from upstream sources in the Valley Branch Watershed <br />District. <br />3. The substitution of Phenol for Total Phenols on the list of <br />monitored parameters is less restrictive and also increases <br />the potential for contamination of Lake Elmo surface waters <br />with toxic Phenol compounds. <br />G. Tax Abatement Request <br />The City received a letter from Washington County regarding the <br />application of the 3M Company for a tax abatement of $18,303.14 which <br />would result in a decrease of taxes to the City of approximately <br />$3,660. <br />M/S/P Mottaz/Williams - to direct the City Administrator to write a <br />letter to the Washington County Auditors Office indicating the Council <br />will review this matter again, but requests that they provide the <br />rationale by which the Washington County Assessor and the Washington <br />County Auditor Treasurer propose granting this abatement. (Motion <br />carried 5-0). <br />9. Fire Department Annual Report: Chief Sachs <br />Chief Sachs requested this item be deleted from the Council agenda. <br />10. CITY COUNCIL REPORTS: <br />A. Mayor Johnson: Economic & Development Committee <br />The City Council called a workshop for Tuesday, May 14th, at 7:00 p.m. <br />to discuss the Economic & Development Committee and the Cost Control <br />Board. <br />B. Councilman Mottaz: DeMontreville Park Signs <br />Councilman Mottaz requested the Park Department be ordered to <br />construct two signs of similar design and construction as in other <br />parks in the Lake Elmo system. These signs should include the name of <br />the park, i.e., DeMontreville Park, a wild life park. One should be <br />installed at the south and one at the north entrance. The boundaries <br />of the park should be marked with green treated 4x4's with the words <br />"Lake Elmo Park" noted on each post. These should be installed at each <br />corner plus each 500' between corner posts. <br />At the north entrance of the park the park department should have <br />constructed a blacktopped, six car, off-street parking area. This is <br />to be done in conjunction with the overlay contract for Hytrail. A <br />fence should be constructed around the open area of the north <br />entrance. This is to discourage entrance to the park by motorized <br />vehicles. This is to be done at the earliest possible date with <br />expenses taken out of the $37,000 in the park development fund. <br />
